Executive Summary:

Salary and benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting. Further, an oral summary of the salary and benefits recommended action must be presented at the meeting where the final Board action is taken.  (California Government code §54953, 54956)

Johannes Hoevertsz was initially appointed as the Director of Transportation & Public Works for a three-year term, from October 10, 2017 through October 9, 2020.  The recommended action extends the term of the current agreement for an additional three years, through October 10, 2023, and maintains his current level of pay and eligibility for other County benefits.

Discussion:

The Director of Transportation & Public Works reports to the Board of Supervisors through the County Administrator and is responsible to build, manage and maintain Sonoma County’s infrastructure including roads, waste disposal sites, street lighting, public transit, the Sonoma County Airport and small water systems.  The Director oversees five divisions; Engineering, Road Maintenance & Operations, Integrated Solid Waste Management, Airport, and Transit.    The Transportation & Public Works Department has a fiscal year budget of $177 million dollars and has 170 total staff.

Following a nationwide recruitment, Mr. Hoevertsz was initially appointed to the position for a three-year term, from October 10, 2017 through October 10, 2020.  The first amendment to the Personal Services Agreement maintains the salary at the “I” Step of the salary range, which is $214,722 annually, extends the term to October 10, 2020 to October 10, 2023, and maintains all other benefits and compensation as prescribed in the County’s Salary Resolution 95-0926.
