Approve the following membership updates to the Sonoma County Local Task Force on Integrated Waste Management (AB 939 Local Task Force):

A)                     Approve the Appointments of Erik Billing, representing the City of Sebastopol, Celia Furber and Alissa Johnson representing the Solid Waste Industry, and Kyle LeRue in the seat of Education Representative for terms beginning April 28, 2026, ending April 28, 2029.

B)                     Approve the Appointment of Kristina Ovens, in the seat of alternate representing the Town of Windsor for a term beginning April 10, 2025, and ending April 10, 2028.

Executive Summary:

This item seeks the Board’s approval of various appointments to the Sonoma County Local Task Force on Integrated Waste Management.  The Local Task Force (LTF) was established on March 13, 1990 (Reso No. 90-0437) as mandated by the Integrated Waste Management Act of 1989 (AB 939) and other related state laws. Among its roles is the development and updating of the County’s Integrated Waste Management Plan. This plan includes a Source Reduction and Recycling Element, a Household Hazardous Waste Element, a Non-Disposal Facility Element, and a Siting Element. Consistent with AB 939, the LTF also serves to advise the Board of Supervisors on other countywide solid waste resource management and recycling issues.

 

Discussion:

The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits recommendations for positions on the Integrated Waste Management Local Task Force (LTF).

 

Background

The Local Task Force (LTF) was established on March 13, 1990 (Reso No. 90-0437) as mandated by the Integrated Waste Management Act of 1989 (AB 939) and other related state laws. Among its roles is the development and updating of the County’s Integrated Waste Management Plan. This plan includes a Source Reduction and Recycling Element, a Household Hazardous Waste Element, a Non-Disposal Facility Element, and a Siting Element. Consistent with AB 939, the LTF also serves to advise the Board of Supervisors on other countywide solid waste resource management and recycling issues.

 

The LTF also provides advice to the jurisdictions of Sonoma County on the implementation of the Countywide Integrated Waste Management Plan, and to provide a forum for the public discussion of solid waste management, waste reduction, and recycling issues. The LTF is comprised of representatives from each city and the County, organizations with technical expertise, and other interested parties, all of whom are appointed by the Board of Supervisors.

The Sonoma County Public Infrastructure Department (SPI) is requesting the approval of initial appointments for new members and reappointments for existing members to the Local Task Force.
