Executive Summary:
The Airport Division of the Department of Public Infrastructure (Airport) is requesting that the Board authorize the award of the contract for Uniformed Security Guard Services and Airport Operations Center (AOC) Services for the Charles M. Schulz - Sonoma County Airport to KR Contracting, for an amount not to exceed $2,073,768.52 for a three-year contract with up to two one-year extensions.
Discussion:
Background: The primary responsibility of the Contractor, KR Contracting, will be to monitor operational facilities, passenger activities, and conduct perimeter inspections of the Airport including the terminal and all other buildings and facilities to meeting Transportation Security Administration (TSA) requirements for commercial service airports. They will provide staffing for monitoring services seven (7) days per week, 365 days a year.
KR Contracting will provide patrol security guard services at the Charles M. Schulz - Sonoma County Airport (Airport) between the hours of 10:00PM - 6:00AM and terminal area guard services from 6:00AM - 10:00PM (hours may vary based on commercial flight operations), seven (7) days per week throughout the entire year. They will also staff the AOC at a minimum of 6:00AM to 10:00PM or starting one (1) hour before the first airline departure to one (1) hour after the last airline arrival, or the greater of the two.
The Airport is open twenty-four (24) hours per day, and it is common for tenants and pilots to use the Airport at all hours of the day and night. KR Contracting will provide surveillance, complete perimeter inspections of the Airport and Terminal, function as a deterrent, and report any suspicious activities to the Airport Administrative Office, Airport Operations, or the Sonoma County Sheriff.
In addition, the Airport is working to establish an Airport Operations Center (AOC) to meet new TSA requirements relating to the Airport Security Plan associated with an increase in the TSA security level for the Airport. The AOC, which is expected to be operational within the next three to four months, will provide real-time oversight of cameras and alarms, act as a liaison between tenants and Airport operations staff, and serve as a communication link to police, fire, and other emergency services. The AOC will be staffed by KR Consulting seven (7) days per week, 365 days a year.
Request for Qualifications: A Request for Qualifications was opened for proposals on December 19, 2022, and closed on February 15, 2023. Three of the four proposals were deemed capable and qualified to provide services. These proposals were from:
• Allied Universal Security
• Good Guard Security, Inc
• KR Contracting, Inc
The current service provider, SP Plus, withdrew their bid. SP Plus will continue to provide parking management services for the Airport through the end of their parking agreement.
Airport staff reviewed the submissions for qualifications and interviewed all three qualified companies. Based on submissions and interviews, it was determined that KR Contracting would offer the best value for services to the Airport. If approved, the proposed contract would be for an amount not to exceed $2,073,768.52 for a three-year contract with up to two one-year extensions.
The Department recommends the Board of Supervisors authorize the Department Director to execute the agreement with KR Contracting for Uniformed Security Guard Services and Operations Center Services at the Sonoma County Airport.

Narrative Explanation of Fiscal Impacts:
The FY 23/24 Adopted Airport budget (41301-34010101) includes $366,744 in appropriations for Security Services. The overall Airport Enterprise FY 23/24 Adopted budget includes $6,724,881 in appropriations for Services and Supplies (S&S) which the Airport staff believes will be sufficient to cover additional expenses incurred by this agreement. In the event current S&S appropriations are not adequate, Airport will request additional appropriations through the Quarterly Budget Adjustment process.
