Executive Summary:
The Department of Transportation and Public Works (TPW) is requesting that the Board approve an increase to the contingency for the 2020 Pavement Preservation Program (PPP) - Full-Depth Reclamation and Overlays Project in the amount of $135,000.
Discussion:
On May 19, 2020, the Board awarded the 2020 PPP - Full-Depth Reclamation and Overlays construction contract to Ghilotti Bros., Inc. The original scope of work for this contract included capital improvements to the following:
• Bohemian Highway Burnside Rd to Bodega Hwy 2.13 miles
• Center Street Arnold Dr to Bay St 0.25 miles
• Grange Road Guenza/Peracca Rd to Bennett Valley Rd 1.32 miles
• Grove Street Arnold Dr to Riverside Dr 0.37 miles
• Linden Street Petaluma Ave to Verano Ave 0.67 miles
• Riebli Road P.M. 10.97 to Hidden Hills Dr 0.65 miles
• Solano Avenue Arnold Dr to Riverside Dr 0.47 miles
• Tomales Road Marin Co. Line to Valley Ford Rd 1.69 miles
• Arnold Drive Hwy 116 to Arnold Dr 0.20 miles
• Bohemian Highway Bodega Hwy to Bittner Rd 3.68 miles
• East Cotati Avenue Rohnert Park City Limits to Petaluma Hill Rd 0.51 miles
• Lark Center Drive End to Old Redwood Hwy 0.25 miles
• Moorland Avenue Todd Rd to Bellevue Ave 1.02 miles
• Todd Road Stony Point Rd to Hwy 101 Ramps 1.69 miles
• Lavell Road Old Redwood Hwy to Mayfield Dr 0.32 miles
During construction several items of work increased or changed due to previously unforeseen circumstances. On Tomales Road, the existing concrete road section was found in conflict with the reclamation work which resulted in delays and a surface treatment change to one mile of roadway. On Todd Road, Caltrans requested extension of the paving limits to include the signalized area at the Highway 101 off ramp which is the County’s maintenance responsibility. This change increased the work on Todd Road by approximately 15%. Other work added to the contract also included: soil testing for disposal purposes, changes in the road surface repairs on Bohemian Highway prior to paving, testing and stabilization of the full-depth reclamation surface prior to paving, and significant drainage enhancements on Barnett Valley Road, Bohemian Highway, and in the El Verano area.
Five contract change orders within TPW’s delegated change order authority for this contract will be executed to cover these changes. However, when combined with increases to the bid item quantities allowed by the contract, the 10% contingency budget has been exhausted. Therefore, TPW is requesting Board action to increase the contingency budget and cover the additional cost.
