Approve a $135,000 increase to the construction contract contingency amount for the 2020 Pavement Preservation Program - Full-Depth Reclamation and Overlays Project due to changes in the scope of work and material quantities resulting from unforeseen circumstances.

Executive Summary:

The Department of Transportation and Public Works (TPW) is requesting that the Board approve an increase to the contingency for the 2020 Pavement Preservation Program (PPP) - Full-Depth Reclamation and Overlays Project in the amount of $135,000.

 

Discussion:

On May 19, 2020, the Board awarded the 2020 PPP - Full-Depth Reclamation and Overlays construction contract to Ghilotti Bros., Inc. The original scope of work for this contract included capital improvements to the following:

During construction several items of work increased or changed due to previously unforeseen circumstances. On Tomales Road, the existing concrete road section was found in conflict with the reclamation work which resulted in delays and a surface treatment change to one mile of roadway. On Todd Road, Caltrans requested extension of the paving limits to include the signalized area at the Highway 101 off ramp which is the County’s maintenance responsibility. This change increased the work on Todd Road by approximately 15%. Other work added to the contract also included: soil testing for disposal purposes, changes in the road surface repairs on Bohemian Highway prior to paving, testing and stabilization of the full-depth reclamation surface prior to paving, and significant drainage enhancements on Barnett Valley Road, Bohemian Highway, and in the El Verano area.

Five contract change orders within TPW’s delegated change order authority for this contract will be executed to cover these changes. However, when combined with increases to the bid item quantities allowed by the contract, the 10% contingency budget has been exhausted. Therefore, TPW is requesting Board action to increase the contingency budget and cover the additional cost.

Narrative Explanation of Fiscal Impacts:

There are sufficient appropriations for this contingency amount in the FY 2020-21 recommended Road Capital budget. Road Capital receives funding from multiple sources including allocations from the State Highway Users Tax, SB1, and contributions from the County’s General Fund. General Fund contributions earmarked for Pavement Preservation Projects are divided between the Road Maintenance and Capital Improvement departments based on the type of work being performed. The Department’s recommended budget includes $5,252,890 in SB1 revenue and $13,659,872 in County contributions (General Fund, Franchise Fees, Measure L, ARM Mitigation) which are available for the PPP.
