A)                     Authorize the Director of Emergency Management to execute an Amendment to the Urban Areas Security Initiative (UASI) Memorandum of Understanding with the City and County of San Francisco for the receipt of an additional $60,000 UASI regional grant funds, for a new total of $98,000.

B)                     Authorize the Director to execute any future subsequent modifications and extensions to accept additional grant funds in an amount not to exceed $106,463, for a total not to exceed $204,463, through December 31, 2026, with CEO concurrence and in a form approved by County Council.

C)                     Adopt a Budget Resolution authorizing additional Fiscal Year 2026-27 budget appropriations in the amount of $60,000 for grant program revenue and expenditures.

Executive Summary:

The Amendment to the Memorandum of Understanding (MOU) between the Sonoma County Department of Emergency Management (DEM) and the City and County of San Francisco authorizes additional funding to be awarded to Sonoma County for the Urban Areas Security Initiative (UASI) Fiscal Year 2024.  Utilizing federal homeland security grant funds, Bay Area UASI is a regional program for the prevention, protection against, response to, and recovery from terrorist incidents and catastrophic events. The City and County of San Francisco serves as the UASI program fiscal agent, with the County of Sonoma as a grant sub-recipient. The UASI program is additionally awarding $60,000 to the County of Sonoma for a mobile vehicle barrier trailer system.

 

Discussion:

The United States Department of Homeland Security administers a Homeland Security Grant Program, which includes the UASI Program (Program). The Program addresses the unique planning, equipment, training, and exercise needs of high-threat, high-density urban areas and assists those areas in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from threats, acts of terrorism, and natural disasters such as earthquakes and wildfires.  The City and County of San Francisco acts as the fiduciary agent for federal funds distributed for approved projects. Sonoma County DEM is a sub-recipient for project reimbursement-based funds outlined in the parameters and deliverables of the Memorandum.

 

The UASI Fiscal Year 2024 program had previously awarded $38,000 to the County of Sonoma for the replacement/upgrade of one of three Communications Service Monitors used for performance testing and troubleshooting of public-safety communication systems. UASI is awarding an additional $60,000 to the County of Sonoma for the procurement of a mobile vehicle barrier safety system. The performance period for the UASI Fiscal Year 2024 award has been extended to November 1, 2024, through December 31, 2026.

 

This item also requests authorization for the Director of Emergency Management to execute any future subsequent modifications or extensions to this Memorandum of Understanding with the City and County of San Francisco to accept Urban Area Security Initiative grant funds for Program Year 2024 in an amount not-to-exceed $106,463, which is 20 percent (20%) of the North Hub total award of $532,317 through December 31, 2026, should additional funds become available during the performance period. Award allocations to the five participating North Hub agencies occasionally go unspent for various reasons during the annual performance period. The balance of these unspent funds can then be redistributed amongst North Hub partners in an amount not to exceed one-fifth each of the total North Hub allocation. Should additional funds be awarded, DEM will confer on acceptance and scope with the CEO and ensure future amendments are in a form approved by County Council.

 

Mobile Vehicle Barrier Trailer System

 

The Mobile Barrier Trailer system allows DEM to have deployable equipment to secure public events, high-risk areas, and critical infrastructure, mitigating potential vehicle-based terrorist attacks or threats, and enhancing public safety. The project will enhance operational coordination and will be used to deliver the mobile barriers and accessories that are capable of providing enhanced physical security to sites within the region.  The trailer system contains eight protective barricades that can be deployed in under ten minutes. Additionally, the equipment can assist neighboring jurisdictions through mutual aid, further extending its benefits to the broader region. 

 

The Board has approved all prior initiative funding beginning in FY2006-07. Since the inception of the Memorandum, Sonoma County has received almost $6 million in grant funds and property transfers from the Program.
