Recommended Action:

Recommended action

A)                     Approve the plans and specifications for the Watmaugh Road Bridge Replacement at Sonoma Creek (County Project Number C08001).

B)                     Award the construction contract to the lowest responsible and responsive bidder Viking Construction Company, Inc., in the amount of $7,112,953.00.

C)                     Authorize a 20% contingency in the amount of $1,422,590.60, for a total contract not-to-exceed amount of $8,535,543.60.

D)                     Authorize the Director of the Department of Public Infrastructure to execute construction contract C08001.

E)                     Authorize the Director of the Department of Public Infrastructure to make all monetary deposits and pledges and take all other similar actions necessary to satisfy and comply with the performance security deposit requirement under the County’s Incidental Take Permit from the California Department of Fish and Wildlife for the Watmaugh Road Bridge Replacement Project.

F)                     Authorize the Auditor Controller Treasurer Tax Collector to execute all required financial documents associated with a letter of credit and other instruments as may be used as security for the Incidental Take Permit with the California Department of Fish and Wildlife.

Executive Summary:

Sonoma County Public Infrastructure (SPI) is requesting that the Board approve the plans and specifications and execute a construction contract with Viking Construction Company, Inc. for the Watmaugh Road Bridge Replacement at Sonoma Creek. If approved, the total, not to exceed value of the construction contract will be $7,112,953.00, plus authorization to the SPI for a 20% contingency.

Expenses associated with this contract are 88.53% reimbursable through the Federal Highway Bridge Program (HBP), with $9,802,000 in funding programmed by Caltrans for Fiscal Year 25/26. The County is responsible for the remaining 11.47% local match ($1,124,289) of which $50,529 is funded through the Local Bridge Seismic Retrofit Program. This project this subject to an Incidental Take Permit (ITP) issued by the California Department of Fish and Wildlife (CDFW), which requires implementation of habitat restoration and mitigation measures. In order to secure the County’s faithful performance of the work, the ITP requires CDFW receive a Letter of Credit as Security in the amount of $279,920.

 

Discussion:

The Watmaugh Road Bridge Replacement at Sonoma Creek Project (“Project”) will result in the construction of a new two-lane bridge to replace the existing, but functionally obsolete two-lane bridge. The new bridge is designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders as required by applicable standards. As part of this Project, the existing bridge will be removed before construction of the new bridge.

On July 31, 2012, following a competitive selection process, the Board approved an engineering and design contract for the Project with Moffatt and Nichol Engineers for a total not-to-exceed amount of $500,009 with a term ending December 31, 2015. The Board has approved several amendments to this design contract, most recently on April 18, 2023, when the Board approved a fourth amendment increasing the total not-to-exceed amount of the contract to $1,165,309 and extending the contract end date to December 31, 2026.

The Engineer’s Estimate for the Project was $8,868,677.22 and the Project was advertised for bids from February 10, 2026 to March 11, 2026. Bids were opened March 11, 2026, and were received as follows:

3.                     Gordon N. Ball - $7,643,471.50

4.                     Granite Construction - $8,437,748.38

5.                     Golden State Bridge, Inc - $9,416,104.52

6.                     Ghilotti Construction Co. - $9,525,527.50

7.                     Myers and Sons Construction - $9,580,654.10

The lowest responsive bid of $7,112,953.00 was approximately 22.4% lower than the Engineer’s Estimate, and in accordance with Public Contract Code Section 20128, the contract will be awarded to the lowest responsible and responsive bidder, which is Viking Construction Company, Inc.  If approved, the total, not to exceed value of the construction contract will be $8,535,543.60 including a 20% contingency.

Expenses associated with this contract are 88.53% reimbursable through the Federal Highway Bridge Program (HBP), with $9,802,000 in funding programmed by Caltrans for Fiscal Year 25/26. The County is responsible for the remaining 11.47% local match ($1,124,289) of which $50,529 is funded through the Local Bridge Seismic Retrofit Program.

On December 11, 2012, by Resolution No. 12-0586, the Board adopted a resolution certifying the Final Environmental Impact Report for the Project and, by Resolution No. 12-0587, adopted a statement of overriding conditions and a mitigation monitoring program and approved the Project. 

As part of the Environmental Permits associated with this project, the County has received an Incidental Take Permit from the California Department of Wildlife. Included in the conditions of the permit are stipulated mitigations activities. The estimated cost of these mitigations is listed in the permit, and comprise of four components: $79,920 for Habitat Creation for Freshwater Shrimp, $80,000 for Restoration of Habitat for Freshwater Shrimp, $80,000 for long-term management, $40,000 for associated professional costs. The total cost is estimated at $279,920. These costs have been included in the construction contract. CDFW requires a Performance Security for the entire estimated cost of the mitigation activities issued to CDFW in the form of an irrevocable letter of credit. This security must be in place prior to construction activities. The security will be released upon completion of mitigation activities.

Narrative Explanation of Fiscal Impacts:

If awarded, the total value of the construction contract is $8,535,543.60 inclusive of a 20% contingency. Appropriations for this project will be included in the FY 2026-27 Roads Capital (11051-34010103) Recommended Budget. Expenses associated with this contract are 88.53% reimbursable through the Federal Highway Bridge Program (HBP), with $9,802,000 in funding programmed by Caltrans for Fiscal Year 25/26. The Roads Division is responsible for the remaining 11.47% local match of which $50,529 is funded through the Local Bridge Seismic Retrofit Program, with the balance covered by the Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1).
