Executive Summary:
The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expired appointments are posted on the County’s list of Boards, Commission, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f%20>. On October 14, 2025, the Board of Supervisors adopted Resolution 25-0481 reestablishing the composition, functions, and policies of the Aviation Commission for Sonoma County and renaming the committee “The Charles M. Schulz - Sonoma County Aviation Commission” (Commission). Upon adoption, the Commission’s composition increased from seven to nine members, with two new Board appointed seats to be nominated by the Sonoma County Mayors and Councilmembers Association (Association). The current item submits staff recommendations from the Sonoma County Public Infrastructure (SPI) Department for two positions on the Charles M. Schulz - Sonoma County Aviation Commission.
SPI is requesting the Board confirm the appointment of Santa Rosa Mayor Mark Stapp and Windsor Vice Mayor Tonya Potter as the Sonoma County Mayors and Council Members Association representatives to the Charles M. Schulz - Sonoma County Aviation Commission for a four-year term.
Discussion:
The Charles M. Schulz - Sonoma County Aviation Commission (Commission) conducts public meetings to provide an opportunity for public input on Airport related matters and serves as a liaison between Airport tenants, stakeholders, and Airport staff. In addition, the Commission reviews aviation matters related to the operation of the Airport, and provides recommendations, advice, and support to Airport staff.
On October 14, 2025, the Board of Supervisors adopted Resolution 25-0481 reestablishing the composition, functions, and policies of the Aviation Commission for Sonoma County and renaming the committee “The Charles M. Schulz - Sonoma County Aviation Commission” (Commission). Upon adoption, the Commission’s composition increased from seven to nine members, with two new Board appointed seats to be nominated by the Sonoma County Mayors and Councilmembers Association (Association). The Association requested members submit a letter of interest, three letters were received from current Mayors and Councilmembers for consideration. At the Association’s February 12, 2026, Board of Directors Meeting Santa Rosa Mayor Mark Stapp and Windsor Vice Mayor Tonya Potter were nominated for appointments to the vacant Association seats.
SPI staff are requesting the appointment of Santa Rosa Mayor Mark Stapp and Windsor Vice Mayor Tonya Potter as nominated by the Association to serve as representatives of the Sonoma County Mayors and Council Members Association for terms of four years to begin April 16, 2026, and end April 15, 2030.
