B)                     Award the construction contract to lowest responsible and responsive bidder, T.P.A. Construction, Inc., in the amount of $1,899,424.96, and authorize the Chair to execute the contract.

C)                     Authorize a 10% contingency in the amount of $189,942.50 for a total not-to-exceed contract amount of $2,089,367.46.

Executive Summary:

Sonoma County Public Infrastructure Department (SPI) is requesting that the Board award a construction contract to T.P.A. Construction, Inc. (TPA) for the Bridge Preventive Maintenance Program (BPMP) Project at Various Locations in Sonoma County. 

 

Discussion:

The Bridge Preventive Maintenance Program (BPMP) Project at Various Locations (County Project Number M18300) proposes treatments to bridge decks at 24 locations throughout Sonoma County.  Bridge deck treatments proposed are either a methacrylate resin or polyester concrete, which will protect and extend the service life of the existing bridge decks.   All work should occur on the bridge decks with minor staging limited to roadways and shoulders.   The bridges included in the BPMP Project are shown on the attached exhibit, “BPMP-5920(163) Bridge Resurfacing Projects”.  Bridges included in this proposed contract are located within each of the five Supervisorial Districts.  The BPMP Project follows the project plans and specifications on file with the Board of Supervisors and the most recent State of California Department of Transportation’s (Caltrans) Standard Plans and Standard Specifications.  Previous bridge preventive maintenance occurred as part of a roadway and bridge resurfacing project from 2009 to 2010.

This BPMP Project includes the following:

1.                      National Environmental Policy Act (NEPA) clearance;

2.                     A Notice of Exemption that the BPMP Project is categorically exempt from the requirements of the California Environmental Quality Act was filed in February 2024.

The BPMP Project is anticipated to be completed in one construction season-provided that the weather is reasonable and there are no unforeseen delays.

This Project will be eligible to receive Federal reimbursement and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. 

This Bridge Preventive Maintenance Program Project at Various Locations in Sonoma County (County Project Number M18300) was advertised for construction bids from February 29, 2024, to April 4, 2024.  Bids were opened on April 4, 2024, and were received as follows:

 

T.P.A. Construction, Inc.:                                                                                    $ 1,899,424.96

Truesdell Corporation of California Inc:                                          $ 2,769,769.00

American Civil Constructors West Coast:                                          $ 2,950,000.00

Bay Line Cutting & Coring Incorporated:                                          $ 2,996,625.00

 

The Engineer’s Estimate for this project was $1,383,184.30.   The lowest bid of $1,899,424.96 was 37.3% higher than the Engineer’s Estimate.  The second low bid of $ 2,769,769.00 was 45.8% above the lowest bid and 200% higher than the Engineer’s Estimate.  The major differences between the lowest bid and the Engineer’s Estimate were the costs of traffic control system; preparation of the bridge deck prior to the bridge deck treatment application; rapid setting concrete patching on the bridge deck; and mobilization.

The total estimated cost of construction is $2,089,367.46 ($1,899,424.96 plus a 10% contingency of $189,942.50). Funding has been approved through the Federal Highway Bridge Program for 88.53% of eligible costs with an 11.47% local match.

It is anticipated that SPI will administer the construction contract of the BPMP Project.  Should SPI decide to hire a construction management company for construction contract administration, then Board approval of an agreement for construction management services for the BPMP Project will be requested through a future Board item. Contract administration is estimated to cost $400,000 and is also Federally reimbursable at 88.53%, with remaining local match.

In accordance with Public Contract Code Section 20128, the contract must be awarded to the lowest responsible and responsive bidder. TPA is a licensed contractor, registered with the Department of Industrial Relations, and TPA listed a subcontractor that will remove and dispose of any hazardous material from the project. TPA has worked on projects with methacrylate, polyester concrete overlays, bridge deck seals, and replacing joint seals.  TPA met the Disadvantaged Business Enterprise (DBE) goal for this project.  DBE provisions are required for this contract because of Federal funding.

Sonoma County Public Infrastructure Department recommends awarding the Bridge Preventive Maintenance Program Project at Various Locations construction contract to T.P.A. Construction, Inc.

Narrative Explanation of Fiscal Impacts:

Appropriations for the Bridge Preventative Maintenance Program Project (BPMP) have been included in the FY 2024-25 Roads Maintenance (11051-34010102) Recommended Budget. Funding for the BPMP project has been approved through the Federal Highway Bridge Program (HBP) for 88.53% ($1,832,918) of eligible costs. The Roads Division is responsible for 11.47% ($256,449) and will utilize Road Maintenance and Rehabilitation Account (SB1) for the local match. Contract administration local match estimated cost of $44,000 will utilize the same source.
