Executive Summary:
The recommended resolution by the Sonoma County Water Agency (Sonoma Water) Board of Directors and Board of Supervisors will authorize the provision of sanitation service to APN 058-090-019.
Discussion:
Sonoma County Regional Parks (Parks) requested to connect a public restroom at Maddux Ranch Regional Park, APN 058-090-019, (Parcel) to the Airport-Larkfield-Wikiup Sanitation Zone (Zone) collections system, which is owned by Sonoma Water. The Parcel consists of a 10-acre park with portable toilets for use by visitors. The Parcel address is 4555 Lavell Road, Santa Rosa, CA 95403.
The Parcel is located outside of the Zone boundary but within the Urban Service Area boundary, and within Sonoma Water’s jurisdictional boundary.
Sonoma Water’s General Manager has determined that approval of the resolution in support of the Outside Zone Agreement is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(b), Existing Facilities, as it represents an additional connection to an existing public facility that involves negligible or no expansion of an existing or former use. A Notice of Exemption has been prepared in compliance with CEQA, the State CEQA Guidelines, and Sonoma Water’s Procedures for Compliance with CEQA.
Parks, as owner of Parcel, will apply to Permit Sonoma for review and approval of the construction plans and issuance of a permit to make connection of the future public restroom to the public sewer main located in Noonan Ranch Lane.
Parks will pay sewer connection and service fees required for all uses on Parcel based on the current method of calculations per Sonoma Water Ordinances in effect at the time of connection to sewer.

Budgeted amount of $15,000 is available in FY 2026/2027 Parks appropriations. No additional appropriations are required. This is a fee-based application, and the $15,000 budgeted amount will cover the application fee and the costs of preparing and negotiating the Outside Zone Agreement.
