Executive Summary:

In May of 2022, the Board approved 27 proposals for the American Rescue Plan Act Community Resilience Program funding. The approval included the mental health services project submitted by Individual Now Inc. dba Social Advocates for Youth (SAY). SAY notified County staff on December 21, 2023, that they will not be able to fulfill the work outlined in their contract and they intend to close out the contract by the end of February 2024. In order to limit disruption to students currently receiving mental health services at Altimira Middle School and Sonoma Valley High School, a new contract is recommended to be executed with Hanna Center to take over the project previously administered by SAY.

 

Discussion:

On May 24, 2022, the Board approved American Rescue Plan Act (ARPA) Community Resilience Program (CRP) funding for a total of 27 community projects, including a mental health services project with an emphasis on service delivery in the Sonoma Valley. The original project application submitted by Individual Now Inc. dba Social Advocates for Youth (SAY) provides individual mental health services, individual and group grief services, and school-based training to teachers and administrators. The overarching goal of the program is to support both students who may not have access to mental health care and school staff to build skills around understanding and addressing the needs behind what they see as student misbehavior.

 

The Board approved a total award amount of $728,399 to SAY for Mental Health Services which was divided into two award cycles - July 1, 2022 through December 31, 2024 and January 1, 2024 through December 31, 2025. An estimated $574,690, pending final invoices to be processed through the SAY’s contract end date, remains. Based on this information, $574,690 is recommended to be transferred to Hanna Center to complete this work, through the original term.

 

SAY is currently providing individual therapy and group grief counseling to students at Altimira Middle School and Sonoma Valley High School. Given the critical need for mental health services for students and the focus on the specific needs in the Sonoma Valley, a disruption of these services would be very detrimental to the students currently being served. In order to minimize disruption to the students receiving mental health services, and to fulfill the scope of work of the project, the Human Services Department seeks Board approval to enter into a new contract with Hanna Center in the amount of $574,690 for the period starting February 12, 2024 through December 31, 2024.

 

The initial scope of the sub grant agreement with SAY was selected through the broad-based competitive award process developed by staff and approved by the Board in May 24, 2022.  Based upon time constraints and the urgency of the need to identify a replacement service provider without disruption to the critical services being provided, a competitive process was completed on an abbreviated timeline via direct contact with potential alternative providers identified in the prior procurement process and otherwise providing community services likely to be capable of completing the identified scope of work. The new vendor was selected based on their ability to implement the services as articulated in the SAY scope of work awarded under the existing procurement for the ARPA CRP. Proposals were scored by a representative from each of the departments on the ARPA CRP team - Human Services, Office of Equity and the County Administrator’s office. A scoring criteria was developed that took into account the vendor’s ability to implement the scope of work, budget and timeline.
