B)                     Award the contract to with AMP United LLC $6,450,000 for Cotati Tank No. 1 and Kastania Tank Recoating and authorize the Chair to execute the contract (exempt per CEQA Guidelines Sections 15301(b)(d), 15304(f)).

C)                     Authorize the General Manager of Sonoma Water to sign Section 00 65 23 (Agreement and Release of Any and All Claims), with County Counsel review, if any unresolved claims are listed by the contractor.

Executive Summary:

Cotati Tank No. 1 and Kastania Tank Recoating (Project) is part of Sonoma County Water Agency's (Sonoma Water’s) overall Tank Maintenance Program (Program)-an essential element of Sonoma Water’s Capital Improvement Plan (Plan) that protects the transmission system’s 18 above-grade welded steel water storage tanks through targeted proactive maintenance actions, structural repairs, and cathodic protection systems. Welded steel water tanks require periodic recoating to maintain the original lifespan of the structure, prevent corrosion and subsequent infrastructure replacement costs, and ensure water storage and transmission reliability. The age of coatings on Cotati No. 1 tank and Kastania tank are 25 and 38 years, respectively and coatings last between 20-25 years. Based on recent dive inspections, condition assessments, and staff observations, the coating systems on both tanks have exceeded their useful life and require removal and replacement.

 

This item requests approval of a contract with AMP United LLC for $6,450,000 for Cotati tank No. 1 and Kastania tank recoating to remove and replace interior and exterior coatings, install health and safety improvements, and cathodic protection systems to maintain the functional lifespan of Cotati No. 1 tank and Kastania tanks.

 

Discussion:

HISTORY OF ITEM/BACKGROUND:

Sonoma Water’s Plan identifies key infrastructure projects to meet the needs of the water transmission, wastewater, and flood management facilities within its jurisdiction. The Plan describes infrastructure projects that are planned over the next 5 years and includes the Tank Recoating Program with a goal to maintain and protect the original lifespan of the 18 above-grade welded steel water storage tanks (reservoirs) in Sonoma Water’s transmission system. Water storage tanks are an integral component of the water transmission and supply system that provide a source of water when demand exceeds production rates and during emergency events. In total, Sonoma Water’s 18 reservoirs provide 129 million gallons of storage, which is approximately 3 times the average daily system demand.

 

Sonoma Water’s average tank age is approaching 40 years and the average coating age is 22 years. Without intervention, welded-steel reservoirs are susceptible to corrosion and have a limited functional lifespan of 25 to 50 years without recoating. With regularly scheduled recoating every 20 to 25 years and targeted maintenance and monitoring activities, welded-steel water storage reservoirs can attain a lifespan of 75 to 100 years. Sonoma Water’s Tank Maintenance Program specifically targets the protection and maintenance of the welded steel transmission tanks by routinely inspecting, cleaning, and monitoring the condition of each tank to identify needs and deficiencies. When inspections and monitoring indicate more substantial rehabilitation efforts are required or as coatings reach end of their useful life, Sonoma Water develops design plans and tank rehabilitation projects that include recoating, structural repairs, and installation of cathodic protection systems to maximize the functional life of the facility.

 

The Cotati No. 1 and Kastania tanks were constructed in 1976 and 1984 and have a capacity of 6 million and 12 million gallons, respectively. Kastania tank is located on the Petaluma Aqueduct south of Petaluma, supports water transfers to the City of Petaluma and North Marin Water District and Marin Municipal Water District, and was last recoated (exterior only) in 1999. Cotati No. 1 tank is located on the Cotati Intertie Aqueduct west of the City of Cotati and was last recoated in 1998. Recent inspections have indicated that both Kastania and Cotati No. 1 reservoirs require recoating and structural repairs to maintain their functional life. Localized corrosion in the rafters and various surficial coating failures were identified in the latest tank inspection report for Cotati No. 1 tank. Kastania tank’s vent system is also corroded, and the exterior coating system is delaminating and failing to protect exterior elements of the steel structure with visible signs of corrosion.

 

On January 3, 2022, Sonoma Water contracted with Harper and Associates Engineering, a specialty water tank coating consultant, to inspect Cotati No. 1 tank and Kastania tank for corrosion and health and safety deficiencies and to develop recoating plans and specifications for the Project. The plans and specifications and associated Project Manual were completed in December of 2022.

 

The Project consists of removal and replacement of protective coatings on Cotati tank No. 1 located at 1190 West Sierra Avenue and Kastania tank located at 3543 Kastania Road, in unincorporated areas of Cotati and Petaluma, respectively. The work includes, but is not limited to, repairing corroded structural steel features within the tanks, installing lateral bracing, applying protective coating to tank interiors, painting tank exteriors, installing new cathodic protection systems for long term corrosion prevention, and other miscellaneous improvements. Work shall be completed within 537 Days from the date when Contract Time commences to run. Bidding Documents contain the full description of the work. 

 

California Environmental Quality Act:

Sonoma Water’s General Manager has determined that the project is exempt from CEQA under CEQA Guidelines sections 15301(b)(d) and 15304(f) as the project consists of minor alterations of existing water storage tanks and minor alterations to land that do not result in expansion of existing uses or removal of healthy, mature or scenic trees.

The lowest responsive and responsible bid is from AMP United LLC and is $418,350 below the Engineer’s Estimate.  AMP United LLC is experienced in this type of construction and met the experience requirements.

 

A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release.  The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims.  In that case, County Counsel must review Section 00 65 23 prior to General Manager approval.

 

Project is scheduled to begin approximately May, 2023, with an estimated completion of August, 2024.

 

Prior Board Actions:

11/16/21: Board Action authorizing Sonoma County Water Agency’s General Manager to execute an agreement with Harper & Associates Engineering, Inc., for engineering and design services through December 31, 2024, in the not-to- exceed amount of $300,000.

Narrative Explanation of Fiscal Impacts:

Budgeted amount of $6,450,000 is available from FY 2022/2023 appropriations for the Water Transmission O&M Fund, for the Cotati Tank No. 1 and Kastania Tank Recoating - Contract Award.  No additional appropriations are required to process this expense.
