Executive Summary:
The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.
Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits recommendations for positions on the County of Sonoma Marina Advisory Committee.
Discussion:
On September 23, 2025 the Board of Supervisors adopted Resolution 25-0462, amending Resolution No. 84-2421 (1984), and establishing the County of Sonoma Marina Advisory Committee. The seven-member County of Sonoma Marina Advisory Committee expands representation through its four commercial fishers, one recreational fisher, one charter operator, and one at-large, representative seats. This item seeks to appoint Jeffery Kaseman to serve as a Commercial Fisherman representative, Robert Monckton to serve as a Charter Boat representative, and Michael Nowicki to serve as the Recreational Fishing representative for the County of Sonoma Marina Advisory Committee for a term beginning July 7, 2026 through July 7, 2030.
The duties of the County of Sonoma Marina Advisory Committee Board include reviewing adjustments of berthing rates and other fees, providing guidance on revenue-generating opportunities and capital priorities, recommending navigational aides and safety improvements, advising on current and future trends in the commercial and recreational fishing industries, and conducting public listening sessions to gather input from marina users. The Marina Advisory Committee can make recommendations to the Board of Supervisors and to Sonoma County Regional Parks.
Marina Advisory Board Membership Composition Requirements:
• Four (4) commercial fishermen who berth their vessels at Spud Point Marina
• One (1) recreational fisherman who utilizes the marinas
• One (1) charter boat operator conducting business at the marinas
• One (1) at-large member representing the broader marina community
Mr. Kaseman is a commercial fisherman. He aspires to continue maintaining and improving the marinas facilities to better serve the local community.
Mr. Monckton has been a charter boat owner and operator for 21 years. He operates out of the Sonoma County Sportfishing Center and aspires to represent the charter boats operating out of Bodega Bay.
Mr. Nowicki is a life-long avid sportsman. He has years of experience fishing Bodega and Tomales bays. Nowicki currently berths his sport fishing boat in Masons Marina and fishes the various sport seasons at Bodega Bay year-round. He has experience working the decks of several local sport charter boats. Mr. Nowicki attests that he has personally witnessed the cycles of commercial and recreational fisheries since childhood.
