Executive Summary:
The Department of Transportation and Public Works (TPW) is recommending the approval of plans and specifications for the Old Monte Rio Slide Repair and associated award of contract in the amount of $667,311 to the lowest responsible bidder, REGE Construction, Inc. As part of this project, TPW is recommending a 10% construction contingency of $66,731 to account for unforeseen conditions or project items that cannot be predetermined prior to the start of the project, for a total cost of $734,042. Costs associated with the construction contract are eligible for reimbursement through the Federal Emergency Management Agency (FEMA) for 75% and the State of California Office of Emergency Services (CalOES) for 18.75% of the allowable construction costs.
Discussion:
Old Monte Rio Road was damaged by debris flow and a landslide directly related to the storms of February 2017. The road suffered an approximately 164 foot slip out. The repair will include improvements to the roadway through the installation of a retaining wall (soldier pile) and road repair. The replacement section of the road will comply with applicable roadway and drainage standards to accommodate future storm events.
A Request for Bids along with associated advertising took place on August 1, 2019.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. TPW recommends awarding the contract to REGE Construction Inc., who was determined to be the lowest responsible bidder for this project.
The total estimated cost of construction is $734,042 which includes 10% for construction contingency. Appropriations are available in the FY 2019-20 Roads Capital Improvement budget. REGE Construction Inc., is experienced in this type of work.

Narrative Explanation of Fiscal Impacts:
Project costs were included in the FY 2019-20 Adopted Roads Division Capital Improvement Budget to be reimbursed with federal funds from FEMA at 75% and 18.75% from CalOES of the original estimate of $734,042including a 10% contingency. Remaining costs, estimated at $45,878, will be paid with available Roads fund balance budget designated for capital projects.
