Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Third District has reviewed applications and wishes to recommend the following FY 22-23 grant awards:
1. Integrative Healers Action Network for Sonoma County Fire Response and Recovery Clinics, grant award of $500;
2. Made in Santa Rosa Foundation for grant funding for enrichment programs, projects and resources, through an equity-focused approach, grant award of $2,500;
3. Oaxaca Tierra del Sol for the Guelaguetza Sonoma County 2023 festival, grant award of $2,000;
4. Ceres Community Project for the Ceres meals programs, grant award of $2,000;
5. North Coast Resource Conservation & Development Council (dba Conservation Works) for the Asian American/Pacific Islander Healing Concert, grant award of $1,000;
6. Farm to Fight Hunger to grow and donate food, grant award of $500;
7. Redwood Arts Council to support artists playing at concert series, grant award of $500;
8. North Coast Ballet California for advertising and complimentary tickets to seniors and at risk youth, grant award of $500;
9. A Theater For Children (fiscal agent: Inquiring Systems, Inc.) for the advertising and reduced/free tickets, grant award of $1,000;
10. Our Village Closet to support Equipping the Village program and Training the Village program, grant award of $2,500;
11. Sonoma County Pride for advertising and promotion of the 38th Annual LGBTQI Pride Celebration, grant award of $3,000;
12. Lemon Aide Project for support of the disaster relief program, 2023, grant award of $1,000;
13. Sonoma County Dance Beat (fiscal agent: The Lost Church) for the annual "April Foolery" event, grant award of $2,000;
14. Lomi School Foundation to support clinic operations and outreach, grant award of $2,000;
15. Sonoma County Commission on the Status of Women (fiscal agent: Sonoma County Human Resources Department) for Spanish translation of 'The Report on the Status of Women and Girls in Sonoma County', grant award of $1,000;
16. The LIME Foundation to support The NextGen Trades Academy, grant award of $3,000;
17. Council on Aging to support the Sonoma Wine Country Games, grant award of $2,000;
18. Sonoma Family Meal to support the Disaster and Food Insecurity program, grant award of $2,000;
19. North Bay Fashion Ball (Cincinnatus Hibbard) for support of the 2nd Annual North Bay Fashion Ball, grant award of $500; and
20. Sonoma County Farm Trails to support the 50th Anniversary Map & Guide, Gravenstein Apple Fair, and Seasonal Countywide Tours, grant award of $1,000.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
