Executive Summary:
The salary and fridge benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government code §54953, 54956)
After a successful nationwide recruitment and extensive selection process, it is recommended the Board appoint Dan Fruchey as the new Director of the Information Systems Department, and authorize the County Administrator to execute the Personal Services Agreement effective August 30, 2022 for a three-year term through August 30, 2025. The Director reports to the County Administrator, and the agreement places Mr. Fruchey at the “I” step of the salary range for the job classification. In addition to the annual salary, other benefits and compensation are provided as prescribed by the Salary Resolution 95-0926.
Discussion:
Reporting to the County Administrator, the Director oversees the Information Systems Department that is responsible for providing leadership, support, and coordination of technological efforts to County departments, agencies, and special districts using a mixed, centralized/de-centralized model. The Information Systems Department has budget of approximately $59.9 million for fiscal year 2022-¬2023 and operates with a staff of 117.50 FTE across five programmatic areas: Enterprise Development Services, Technical Services, Innovation Services and Special Projects, Infrastructure and Desktop Replacement, and Administration. The Information Systems Department is customer-focused and service driven, with a reputation for being an excellent business partner that takes pride in being solutions-oriented and responsive to its customer base. The new Director will be expected to build on this service model by further enhancing technology leadership for the County’s technology enterprise.
Upon the retirement of the previous Director of the Information Systems Department, in January 2022, the County Administrator appointed Mr. Fruchey as the Interim Director to fulfill this position while a nationwide recruitment for the permanent position was conducted. Following the recruitment filing period, a panel of Chief Information Officers from various Counties, as well as County department heads and senior managers, interviewed eight well-qualified candidates. Subsequently, the County Administrator selected Dan Fruchey to be the next Director of the Information Systems Department.
Over the last 28 years, Mr. Fruchey has served the County of Sonoma in several departments, including the Community Hospital, Department of Health Services, and Information Systems Department (ISD). At ISD, he started out as an entry-level technical analyst before progressing through a wide range of technical and managerial roles, leading to his promotion to Information Systems Division Director in February 2008 and Assistant Director in May of 2020. In 2021, Mr. Fruchey obtained the California Counties Technology Executive Credential.
The Personal Services Agreement with Dan Fruchey is effective August 30, 2022 through August 30, 2025, and places him at the “I” step of the salary range, with an annual salary of $212,489.69. Director Fruchey will also be eligible for other benefits and compensation as prescribed in the Salary Resolution 95-0926.

There is no anticipated fiscal impact to the Information Systems Department budget for approving the recommended action. The salary and benefit costs of the Director are already budgeted.
