Executive Summary:
Sonoma County Public Infrastructure Department (SPI) requests Board approval of a third amendment to the Professional Services Agreement with Moffatt & Nichol for engineering, design, and construction support services related to the replacement of the River Road Bridge over Gill Creek (Project C11002). The proposed amendment will increase the base contract amount by $242,133 with no change to the contingency, for a new, total not-to-exceed contract value of $1,112,967. The term of the contract remains unchanged with an end date of December 31, 2026.
Discussion:
The River Road Bridge over Gill Creek project (located Northeast of the community of Geyserville) will result in the construction of a new two-lane bridge in close proximity to the existing, but functionally obsolete two-lane bridge. The new bridge will be designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders. Due to the low traffic volume on River Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders. The existing bridge will be removed after construction of the new bridge as part of this project.
On January 13, 2015, following a competitive selection process, the Board awarded an engineering and design contract to Moffatt & Nichol for $647,409 (including 10% contingency), with a term ending December 31, 2017. On December 12, 2017, the Board approved the First Amendment for a no cost time extension, extending the term of the Agreement until December 31, 2021. On December 14, 2021, the Board approved the Second Amendment, increasing the not-to-exceed amount to $870,844 and extending the contract term to December 31, 2026.
The proposed third amendment will add final design, bid support, and construction support services to the Agreement, increasing the total contract value by $242,133 with no change to the contingency or term. If approved, the new total not-to-exceed amount of the contract will be $1,112,967 with a term ending December 31, 2026. The project is eligible for reimbursement through the Federal Highway Bridge Program (HBP) and must satisfy all requirements of the HBP, including approval by Caltrans.
On August 9, 2022, the Board adopted a Resolution adopting the Mitigated Negative Declaration, the proposed Mitigation Monitoring Program, and approving the River Road Bridge over Gill Creek Replacement Project. Construction is currently anticipated to begin in June 2025.

Narrative Explanation of Fiscal Impacts:
Expenditures for the proposed contract amendment will be included in the FY 24-25 and FY 25-26 Roads Capital (11051-34010103) Budgets. SPI has applied for reimbursement for these expenditures through the Federal Highway Bridge Program (HBP) but the application has not been approved yet. In the event the application is denied, the Department would use annual allocations from traditional Road funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1) to pay for the additional contract costs.
