Executive Summary:
Two sections of the Todd Creek Channel’s (Todd Channel) concrete retaining walls show signs of distress. These distressed retaining walls are near the confluence of Todd Channel and Wilfred Channel, which combine into the Bellevue-Wilfred Channel. The failing retaining walls pose a threat to the channel’s viability, the surrounding residences, and adjacent infrastructure. Sonoma County Water Agency (Sonoma Water) conducted a preliminary engineering evaluation to determine Todd Channel’s current conditions and devised an initial scope of work and budget. This project will develop construction documents for the recommended measures to repair defects to the retaining walls and address the deficient drainage system adjacent to Todd Channel.

HISTORY OF ITEM/BACKGROUND
Sonoma Water owns and maintains the existing Todd Channel located outside the southern city limits of Santa Rosa, California. Sonoma Water has identified issues with the condition of vertical concrete retaining walls near the confluence of Todd Channel and Wilfred Channel, which combine into the Bellevue-Wilfred Channel, approximately 1,800 feet south of Scenic Avenue and 700 feet north of Millbrae Avenue, east of the Sonoma-Marin Area Rail Transit (SMART) railroad tracks and west of Highway 101.
In July 2023, Sonoma Water engaged Brelje & Race Consulting Engineers (Consultant) to conduct a preliminary engineering evaluation of the flood control facilities of concern. Consultant provided a Preliminary Engineering Evaluation, dated December 15, 2023, which assessed the condition of the retaining walls, determined potential causes of their degradation, provided conceptual repair recommendations for budgeting purposes, and recommended next steps for further investigation and design efforts towards repair.
Sonoma Water desires to engage Consultant to provide engineering and design services for the repairs of failing retaining walls and related infrastructure as recommended in the Preliminary Engineering Evaluation.
SELECTION PROCESS
Consultant was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected for the subject work because of its extensive experience with flood control channels, vertical retaining walls, and managing projects with public utilities.
Sonoma Water may seek to amend or enter into subsequent agreement(s) with Board approval if required, relying upon this competitive selection process, after the preliminary or initial work is completed for the Project.
SERVICES TO BE PERFORMED
Under the agreement, Consultant will provide engineering and design services for the repairs of retaining walls as recommended in the Preliminary Engineering Evaluation for the Todd Channel Bank Repair project.
The cost of services will not exceed $294,075; the term end date is July 7, 2029.
Under the agreement, the General Manager will have the ability to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the expiration date. The extension would be formalized in an amended agreement or amendment signed by the parties.

This project is the byproduct of ensuring planning efforts yield infrastructure improvements. This channel is a vital flood conveyance channel in Santa Rosa that carries water west of the highway to Laguna de Santa Rosa. Ensuring proper repairs are done to aging infrastructure is an essential aspect of supporting reliable flood management services.

Narrative Explanation of Fiscal Impacts:
Additional appropriations of $294,075 are required from the Flood Control Zone 1A Fund to process this expense. With Board approval, unused appropriations budgeted in FY 2024/2025 will be rolled forward to FY 2025/2026 in Sonoma Water’s Q1 Consolidated Budget Adjustments.
