Executive Summary:
This item seeks Board authorization of the use of $50,000 of Lytton Tribal Mitigation funds toward cultural workshops and arts festivals.
Discussion:
The Progressive Tribal Alliance (Alliance) is a Windsor-based 501c3 nonprofit organization whose mission it is to increase the representation of Native Americans in business, entrepreneurial ventures, and to foster a stronger civic presence through education and leadership opportunities. The Alliance is hosting its first ever Native American Arts Festival on May 11, 2024 on the Windsor Town Green. This event is designed to bring the native and non-native communities together to share culture, traditions, and foster a sense of unity and building strong relationships, which the County find serves and important public purpose.
The Alliance will work with local partners such as the Windsor Chamber of Commerce to promote this inaugural event. The County of Sonoma will be recognized as a sponsor on the Alliance’s social media platforms, website, and promotional materials. Unused funding will be encumbered by the Alliance for use for arts festivals in subsequent years.
The County of Sonoma executed an agreement with the Lytton Rancheria of California in 2015 and amended on August 7, 2018. The agreement describes mitigation funds paid to the county to address offsite impacts of the development, including impacts to parks, road impacts in addition to administrative and consultant costs reimbursements. Additionally, the Tribe makes annual payments to the County based on the assessed value of its trust property and these funds may be used in the County’s sole discretion. The FY 23-24 Lytton Tribal Mitigation fund balance is $4.7 million.
