Executive Summary:

On January 7, 2025, the Board of Supervisors approved Board Ad Hoc assignments, including department liaison responsibilities for calendar year 2025. Staff provides quarterly updates on Ad Hoc activities to keep the Board and public informed on progress made by the committees.  Each committee is unique in its charter, outcomes, and process. Attachment A includes detailed information on each ad hoc and a summary of activities completed during October through December 2025, including the recent approval of the United Soccer League (USL) Ad Hoc.

Potter Valley Ad Hoc Committee:

§                     The ad hoc did not meet during the fourth quarter of 2025.

South Santa Rosa Annexation Ad Hoc Committee: 

§                     The Ad Hoc did not meet in the quarter.

§                     The Ad Hoc will meet when there is an update on the City of Santa Rosa’s South Santa Rosa Specific Area Planning effort.

Supporting Immigrant Communities Ad Hoc Committee:

October 9, October 29, November 18, December 15, 2025 Agenda Items:

§                     County Employee ICE Training - finalized and delivered in December, second training to occur in January

§                     Participated in Belonging in the Bay -convening of 12 counties to plan for regional preparedness for potential immigration enforcement activity.

§                     Concluded discussion regarding Non-Collaboration Ordinance proposal submitted by the Sanctuary Coalition. 

§                     Received presentation from Community Foundation regarding community and business engagement opportunities and current activities.

§                     Reviewed draft Concept of Operations (CONOPS) developed by Department of Emergency Management related to immigration enforcement events.

§                     Discussions with legal counsel on current litigation landscape and considerations related to potential Ad Hoc work.

Direction to Staff:

§                     Continue participation in the monthly Belonging the Bay meetings.

§                     Finalize Immigration Enforcement CONOPS.

§                     Develop proposal to engage service providers in the immigration community space to assess current resources and gaps.

United Soccer League Ad Hoc (USL) Committee:  Established on October 28, 2025 by the Board.

§                     Ad Hoc will meet monthly at first, and then bi-weekly when USL activities ramp up

§                     County staff will continue to meet with Fairgrounds staff on a weekly basis, and work on scheduling a joint ad hoc meeting in Q1 2026

§                     Ad hoc members and staff will hold off on USL site visits until the next phase of planning, if applicable

§                     Staff will move forward with planning joint Town Halls with the City of Santa Rosa to gather feedback from the community, as well as an online survey in multiple languages.
