Executive Summary:
The critical need to address homelessness in Sonoma County can be addressed with assistance from Sacramento in the form of the Homeless Housing Assistance & Prevention (HHAP) grant program. The HHAP program is part of a $15.3 billion, state-wide multi-year effort to turn the tide on homelessness, providing local governments more money than ever before to address this crisis.
Sonoma County received HHAP funding allocations for the past four fiscal years and will continue to receive on-going fiscal support in the foreseeable future. This fiscal support includes revenues to cover administrative costs to make certain that measurable progress is made to provide services to the county’s persistently unsheltered population. To this end, the Community Development Commission (CDC) is seeking to convert the following time-limited job classifications within its Ending Homelessness unit to ongoing allocations effective December 13, 2022:
• 1.0 FTE for Administrative Services Officer I (ASOI) (Expiring on 6/30/2023); and
• 1.0 FTE for Administrative Aide (Expiring on 12/12/2022).
The conversion to ongoing status is necessary (to ensure the successful transfer of the homelessness programs within CDC to the Department of Health Services (hereinafter “DHS” or “the Department”) after January 1, 2023 as approved by the Board on May 24, 2022.
Discussion:
Administrative support for the programs that comprise the Homelessness Services division within DHS is crucial to the delivery of public-facing services to vulnerable individuals and families experiencing homelessness in Sonoma County. Staff who can interpret state and Federal program grant regulations, monitor contractual performance, and submit mandated inter-agency reports are required of any successful governmental program. It is with this administrative rationale, in addition to the availability of long-term fiscal support from the state via the HHAP program, that CDC is proposing the conversion of time limited positions to permanent and ongoing staffing allocations. The positions will continue their critical roles when the Ending Homelessness section is transferred to DHS after January 1, 2023, as approved by the Board on May 24, 2022. Approved in that Item is the request of General Fund for an Administrative Aide and a Policy & Program Evaluation Analyst (PPEA) in the amount of $246,000. That funding will be applied for these positions as detailed below. The Administrative Services Officer I was originally planned to be converted to a PPEA when the section moved to DHS but now will remain an ASO I.
Administrative Services Officer I
The regular full-time position of ASOI is requested to perform administrative duties for the Homelessness Services Division within DHS. The division will be funded through a wide variety of grants -including the HHAP grant-- requiring extensive reporting to state and Federal agencies with a variety of data metrics. The duties of the ASO I will include oversight of the HHAP grant program, the Housing & Homeless Incentive Program (HHIP), other state and federal grants, allowing the incumbent to make operational and fiscal recommendations to the DHS Homelessness Services Division Director.
Administrative Aide
The regular full-time position of Administrative Aide is dedicated to assisting the aforesaid ASOI on analysis, research, monitoring, and evaluating the various health and human services programs required to combat homelessness. Because homelessness directly affects health outcomes of the unsheltered and sheltered populations, this position would be integral for monitoring and analyzing data metrics for the various homelessness programs to be administered by DHS.

This item directly supports the County’s Five-year Strategic Plan and is aligned with the following pillar, goal, and objective.

Goal: Goal 1: Expand integrated system of care to address gaps in services to the County’s most vulnerable.
Objective: Objective 2: Identify gaps in the Safety Net system of services and identify areas where departments can address those gaps directly, and seek guidance from the Board when additional resources and/or policy direction is needed.
Strategic Plan Alignment - Appropriately staffing Behavioral Health programs and aligning staff requirements with available funding supports the County's goal of a Safe, Healthy, and Caring Community by ensuring that the County's most vulnerable population has access to behavioral health services. In addition to alignment with the County's Strategic Plan, Behavioral Health programs support the Department's Strategic Plan goal of ensuring that individuals have access high quality and coordinated services for health, recovery, and wellbeing by strengthening the behavioral health infrastructure

Narrative Explanation of Fiscal Impacts:
CDC received an allocation of approximately $600,000 from the California Business, Consumer Services & Housing Agency (BCSH) to administer the HHAP program in Sonoma County for FY 2022-2023, and $68,700 will fund the converted positions.
Currently, the two time limited staffing allocations are scheduled to end as follows: the Administrative Aide on 12/12/2022 and the Administrative Services Officer I on 06/30/23. Thus, were left vacant due to their impending end. The pro-rated cost of the Administrative Aide recruitment in FY 2022-2023 starting January 2023 will require additional budget appropriations of $68,700. General Fund and HHAP Grant will continue to fund these positions perpetually in the upcoming Fiscal Years.
