A) Authorize the Executive Director of the Sonoma County Community Development Commission, or designee, to execute a Professional Services Agreement with Mattress Shop Furniture Warehouse through December 31, 2025, for a not-to-exceed amount of $250,000; and
B) Authorize the Executive Director of the Sonoma County Community Development Commission, or designee, to execute a Professional Services Agreement with Foege Schuman Global Disaster Solutions through December 31, 2025, for a not-to-exceed amount of $50,000.

Executive Summary:
On December 13, 2022, the Sonoma County Community Development Commission (Commission) was awarded a $2,065,000 American Rescue Plan Act fund grant by the Sonoma County Board of Supervisors for a centralized housing navigation program. Included in this award was funding to supply furnishings to households exiting homelessness and funding to provide moving services to assist households who are exiting homelessness move into their new home. These supports are essential to assisting these vulnerable households to stabilize in their new homes.
Discussion:
On March 6, 2023, two Requests for Proposals (RFP) were released. One RFP sought proposals from qualified furniture vendors to provide sales and delivery of furniture to identified households, and the second sought a qualified moving service to assist households in relocating their personal belongings to their new home.
In response to the RFP for furniture vendors, three proposals were received. Respondents were Foege Schuman Global Disaster Solutions, Sonoma Home Furniture and Mattress, and Mattress Shop Furniture Warehouse. Staff of the Community Development Commission and the Human Services Department reviewed and evaluated all proposals based upon the scoring criteria outlined in the RFP. Upon review, it was determined that Mattress Shop Furniture Warehouse met all requirements of the RFP, has verified experience in providing the type of service sought, and is able to provide the services requested.
In response to the RFP for moving services, three proposals were received. Respondents were A2B All Transport, Belfor Moving, and Foege Schuman Global Disaster Solutions. Staff of the Community Development Commission and the Human Services Department reviewed and evaluated all proposals based upon the scoring criteria outlined in the RFP. Upon review, it was determined that Foege Schuman Global Disaster Solutions met all requirements of the RFP, has verified experience in providing the type of service sought, and is able to provide the services requested.
Notices of Intent to Award Agreements were sent to all respondents on April 27, 2023.
This agenda item is seeking authority for the Executive Director of the Sonoma County Community Development Commission, or designee, to enter into two agreements, in forms approved by County Counsel. One agreement with Mattress Shop Furniture Warehouse for an amount not to exceed $250,000 for a term ending December 31, 2025, and one agreement with Foege Schuman Global Disaster Solutions for an amount not to exceed $50,000 for a term ending December 31, 2025.

Narrative Explanation of Fiscal Impacts:
Funding is available through the Commission’s American Rescue Plan Act Grant allocation as approved by the Board of Supervisors and Emergency Housing Voucher service fees available from the US Department of Housing and Urban Development. Expenditure and Revenue Appropriations for FY 2023-24 are included in the Budget. FY 2024-25 will be included in the Budget Development process.
