Executive Summary:

Annually the Board discusses strategic priorities and Board content for consideration.

 

Discussion:

Twice annually the Board reviews proposed items of significant public interest. Per the Board Rules of Procedure Rule 45, this item is the first review of the Calendar of Significant Interest for 2022.

 

The objective with the current calendar is to schedule no more than 80% capacity for each meeting (goal is to schedule no more than 5 hours per meeting on the 2022 calendar) to allow space for urgent additions. Such urgent items include land use hearings that arise throughout the year. As can be seen in Attachment 1, the calendar is full through June.  Starting in July, there are a number of dates with remaining capacity.

 

At the January 25, 2022 meeting, the Board identified additional topics and priorities for discussion.  The Board identified topics are included below, along with staff’s recommendation on how to address:

 

                     Project Labor Agreement (PLA) Policy Review - On February 1, the Chair appointed an ad hoc (Supervisors Rabbitt and Hopkins) to work with the CAO, General Services, Transportation and Public Works and County Counsel to explore updates to the County’s Project Labor Agreement policy.  Staff has tentatively scheduled a Board discussion on May 3, 2022. 

 

                     Alternative Tiny Homes Discussion - Permit Sonoma will bring forward information for the Board to consider during the March 22 agenda workshop on the California Model Building Code update.

 

                     Composting Toilets - On February 1, the Chair appointed an ad hoc (Supervisors Rabbitt and Hopkins)  to work with Permit Sonoma and County Counsel on: (i) the Onsite Wastewater Treatment Systems (OWTS) regulations; and (ii) evaluate options for allowing composting toilets.  Depending on the Ad Hoc and staff’s progress, these items will be place on the calendar later in the year. Updates on the efforts will be shared with the Board and the public as part of the quarterly ad hoc updates on the Board’s calendar.

 

                     Tobacco Ordinance Update - Due to the current state of the COVID pandemic, staff recommends waiting until the July mid-year Board review of the calendar to determine whether staff has the capacity to bring back an update before the end of the year.

 

                     Ban on Gas Stations - On April 19, the Board is scheduled to have a General Plan Scoping Workshop.  Staff recommends that a potential ban on gas stations be considered in the broader context of climate resiliency activities and can be addressed in the Land Use element and other required elements of the General Plan.  

 

                     Evacuation Zone Access Concerns Including Protections for Farmworkers  - On February 1, the Chair appointed an ad hoc (Supervisors Hopkins and Coursey) to work with the Department of Emergency Management (as lead department), Ag Commissioner, Office of Equity, Health Department, County Counsel and CAO (legislative affairs) to identify local and state efforts that address evacuation zone access with a focus on farmworker protections and other access issues (livestock and animals, commercial activities, etc.).  The Ad Hoc will look at Ag pass programs and state legislation and meet with stakeholders.  Updates on the efforts will be shared with the Board and the public as part of the quarterly ad hoc updates on the Board’s calendar.

 

                     Homeless - There are several items already on the calendar where staff will be providing various updates and recommendations on homeless programs and efforts.  See March 1, May 24, July 12, September 27, and November 1.

 

                     Living Wage - On December 14, 2021 the Board adopted the new living wage amount which is $16.75 per hour.  Staff is committed to making sure all current contracts implement the new wage amount by March 1, 2022.  During the December 14, 2021 Board Meeting, the Board indicated support for reviewing other proposed revisions to the Living Wage Ordinance.  These elements include: sick and personal leave; model language notice; responsible bidder provisions; retention; hours to part-timers; and enforcement.  The CAO is currently leading the work in coordination with the following departments and divisions to analyze the impacts and options associated with each of these new elements:  County Counsel, Human Resources, Purchasing, Fairgrounds, and Airport.  There is a lot of staff work involved in analyzing the impacts and options which is why the CAO placed it on the Board’s calendar for September 2022.

 

                     Review of the Wellpath Contract for Health Services in the Jail - Per prior Board direction on October 26, 2021, the Sheriff is required to send quarterly reports to the Board with monthly statistics.  The contract just recently commenced.  Staff recommends that the Board receive the quarterly reports over the coming months and wait until the July mid-year Board review to determine if there needs to be something added to the Board’s calendar.  The relevant contract provision states: “Internal audit mechanisms include monthly meetings with CFMG/Wellpath and Custody staff, and quarterly Sonoma Quality Assurance meetings conducted with participation from County Public Health, County Counsel, County Behavioral Health, CFMG/Wellpath, Sheriff’s Office, and other medical/hospital community stakeholders. Annual peer review is conducted for CFMG MDs. The Grand Jury also conducts annual visits and perform a review of the Detention facilities. These and regular internal staffing level audits will continue under the proposed Agreement, and annual peer review will be expanded to include all clinical staff. At the request of the Board, these audits and reviews will be shared with the Board on a regular basis. Audits and accreditation conducted by external organizations will be shared upon the Sheriff’s Office receipt of any audit and accreditation report.  Internal staffing level reviews and reports will be shared with the Board on a quarterly basis.  The quarterly sharing of information will include monthly data statistics to include vacancies by position type and planned versus actual shift coverage. The Sheriff’s Office Detention Division administrative and operational staff will continue to provide comprehensive contract oversight and management to ensure compliance will all terms and conditions contained in the proposed Agreement.” 

                     Public Art Policy - On February 1, the Chair appointed an ad hoc (Supervisors Rabbitt and Gorin) to work with Economic Development Board to explore options for expanding public art in the community.  Updates on the efforts will be shared with the Board and the public as part of the quarterly ad hoc updates on the Board’s calendar.
