Adopt the resolution authorizing consolidation of all jurisdictions that have submitted a request for consolidation, as required by Elections Code §10400, and have measures to be placed before the voters or sufficient nominees to require elections to be held on November 3, 2020.

Executive Summary:
The regularly scheduled General Election is set to be held on November 3, 2020. More than 75 local jurisdictions and agencies have called an election in their jurisdictions for the same date and have requested consolidation as authorized by state law. Elections Code §10400 provides that when two or more elections for local jurisdictions are called on the same day, they may be consolidated upon the order of the governing body.
Discussion:
Costs of the elections are shared between the entities involved pursuant to Elections Code §10416. The full costs of conducting these elections will be billed to the involved jurisdictions following the election.
Copies of resolutions received in the Registrar of Voters Office from local jurisdictions requesting consolidation with the November 3, 2020, Presidential General Election, and having at least one measure or contest appearing on the ballot are on file with the Clerk of the Board.
As of August 12, 2020, the extended nominations deadline, the following school districts, cities, and special districts have requested consolidation and have at least one measure or contest appearing on the November 3, 2020, election ballot.
School Districts: Sonoma County Board of Education, Sonoma County Junior College, Calistoga Joint Unified, Cloverdale Unified, Cotati-Rohnert Park Unified, Shoreline Unified, Sonoma Valley Unified, City of Santa Rosa High, Petaluma Joint Union High, Point Arena Joint Union High and Arena Union, West Sonoma County Union High, Fort Ross, Harmony Union, Oak Grove Union, Rincon Valley Union, Roseland, Sebastopol Union.
Cities: City of Cloverdale, City of Cotati, City of Healdsburg, City of Petaluma, City of Rohnert Park, City of Santa Rosa, City of Sebastopol, City of Sonoma, Town of Windsor.
Fire Protection Districts: Graton, Kenwood, Timber Cove.
Health Care Districts: North Sonoma County, Petaluma.
Transportation Districts: Sonoma County Transportation Authority.
Prior Board Actions:
On March 17, 2020, the Board authorized consolidation of the May 5, 2020, Special Consolidated District Election (Resolution Number 20-0089).
On January 7, 2020, the Board authorized consolidation of the March 3, 2020, Presidential Primary Election (Resolution Number 20-0005).

Narrative Explanation of Fiscal Impacts:
Costs of the consolidated elections are shared among all entities involved. Each jurisdiction requesting consolidation with the Presidential General Election will pay a pro-rata share of the costs associated with conducting the election, whether or not they appear on the ballot. If there were no local jurisdictions conducting elections at this time, all costs for this election would be borne by the County of Sonoma only, with limited reimbursement from the State for some state-mandated services.
