Executive Summary:

On January 24, 2023, the Board of Supervisors approved the Ad Hoc assignments <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5996011&GUID=DEC9A32F-DCD9-4C19-B141-12DC2A6EDE2B&Options=&Search=> for calendar year 2023.  The Board of Supervisors has requested that staff provide quarterly updates on the Ad Hoc activities to keep the Board and public informed about the progress being made by these committees. Each committee is unique in its mission, outcomes, and process, therefore individual committee reports are enclosed to review expanded information. This Ad Hoc report summarizes activities that occurred in the 1st quarter, covering January - March 2023.

The Ad Hoc updates covering information from January through March 2023 are included as attachments. Key highlights of the updates for active Ad Hoc Committees this period include:

 

The Board of Supervisors approved <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5957115&GUID=0FBF7D26-9DA3-4CF5-BC57-64E2B4600F08&Options=ID|Text|&Search=climate> the formation of the Climate Workshop Planning Ad Hoc to plan the content and format of Climate Workshops planned for July and November 2023.  The Climate Workshops are intended to provide public input that will inform recommendations to the Board pertaining to climate action planning.  The Ad Hoc held its first meeting on March 9, 2023, and discussed the scope and intent of the July summer workshop.  The Ad Hoc Charter was also discussed and approved.

 

The Community Survey Ad Hoc was initially formed in October 2022, and was continued in 2023 to continue its work.  The Ad Hoc met on March 13, 2023, and provided feedback on the draft questionnaire prepared by the survey consultant.  The final questionnaire was approved by the Board on March 21, 2023 <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=6065791&GUID=4B957F8E-53D6-44C1-B0CD-23827AC91890&Options=ID|Text|&Search=community+survey>.  

 

The Crisis Response Ad Hoc did not meet during the reporting period.

 

The Fire Services Ad Hoc was reappointed for 2023, established to provide direction on revenue-boosting activities to enhance the efficiency, effectiveness, and sustainability of fire services.  The Ad Hoc held its first meeting on March 6, 2023, to discuss the Ad Hoc scope and charter and received an update on past fire consolidation efforts <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5383597&GUID=48B15846-1D0D-4076-BB51-5AB07A552201&Options=ID|Text|&Search=consolidation> approved by the Board of Supervisors on January 25, 2022 

 

The Healthy Forests Ad Hoc was established last February to propose specific strategies to leverage and utilize the remaining PG&E settlement funds to best protect our communities and the health of landscapes from large scale wildfires.  The Vegetation Management Grant Program <https://www.sonomaopenspace.org/our-impact/vegmanagement/?locale=en> and Community Wildfire Protection Plan <https://permitsonoma.org/sonomacountycwpp> informed recommendations that were presented to the Board on January 10, 2023 <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5985375&GUID=738AAB45-BC1C-4BA6-9721-C30F051E0821&Options=&Search=>. The Ad Hoc will continue into 2023 to provide guidance to implement strategies presented to the Board. 

 

The Moorland Annexation Ad Hoc was created on September 27, 2022, to study potential City of Santa Rosa annexation areas, beginning with the Moorland neighborhood, and has been extended for 2023 to continue its efforts. The Ad Hoc convened two meetings, on January 3, 2023, and January 30, 2023, to conduct a thorough review  of the Santa Rosa Annexation Opportunities study session <https://santa-rosa.legistar.com/MeetingDetail.aspx?ID=1055602&GUID=418101F4-2126-4FEA-9E5D-06475DF03ADD&Options=info|&Search=>, held on January 24, 2023. Additionally, the Ad Hoc received an update from the Sonoma County Local Formation Commission (LAFCO) Executive Officer on the Disadvantaged Unincorporated Communities designation. At the January 30 meeting, direction was given to staff to develop a resolution to be presented to the Board of Supervisors for approval on April 4, 2023. The resolution seeks to support a City of Santa Rosa grant application aimed at advancing the annexation effort.  At the March 29, 2023, meeting, the Ad Hoc received an update on the City of Santa Rosa grant application and staff was directed to bring an update on annexation efforts to the full Board in May.

 

The Onsite Wastewater Treatment Systems (OWTS) was established to consider stakeholder input and recommendations for OWTS regulations.  The Ad Hoc has been extended int 2023, and met on February 8, 2023, and March 30, 2023.  Staff was directed to provide responses to input received during the Lower Russian River Citizen’s Advisory Group meeting.  A scope of work for a potential revision and additional outreach for OWTS manual was also discussed.

In August 2022, the Potter Valley Project Ad Hoc was established to collaborate with the Sonoma Water staff in evaluating options related to the Potter Valley Project and the reliability and resiliency of the Russian River water supply. The Ad Hoc has been extended into 2023, and met on January 26, 2023, to receive an additional overview of the project and on March 20, 2023 to discuss information received from PG&E regarding changes in operation and licensing.  A potential Bureau of Reclamation grant opportunity was also discussed.  Upcoming meetings are planned for April, May, and June.

 

The Procurement Ad Hoc was formed to provide guidance to staff on the comprehensive review of the County’s procurement systems and policies being conducted by Civic Initiatives, LLC <https://sonoma-county.legistar.com/LegislationDetail.aspx?ID=5902842&GUID=FD5E1897-C87C-44AB-8B4A-8D09D93468D3&Options=ID|Text|&Search=civic+initiatives>.  The Ad Hoc met on March 13, 2023, to review the project timeline and deliverables and to approve the Ad Hoc Charter.

 

The purpose of the Project Labor Agreement (PLA) Policy Update Ad Hoc is to explore updates to the County’s PLA policy last approved in 2014.  The Ad Hoc was formed in 2022 and was extended into 2023 to continue its work.  No meetings were held in the reporting period.

 

The Public Art Policy Review Ad Hoc was formed in 2022 to explore options for expanding public art in Sonoma County.  The Ad Hoc was extended for 2023 and will continue its work exploring revenue streams for public art and developing planning and policy documents that will inform public art decision-making.  The Ad Hoc did not meet during the reporting period.  

 

The purpose of the Unincorporated Governance Ad Hoc is to guide staff in the exploration of governance solutions for the unincorporated areas of Sonoma County.  The Ad Hoc met on March 22, 2023, to discuss the scope of work for the Ad Hoc and a discussion regarding District Formation Funds.  Direction was given to staff to prepare an Ad Hoc Charter for the next meeting.
