A) Authorize the County Executive or designee to execute funding agreements with four community partners: The Jewish Community Free Clinic, Healdsburg Performing Arts Theater Inc., North Bay Organizing Project, and On The Margins; in a form approved by County Counsel, in a total amount not to exceed $145,000, between May 19, 2026, and December 31, 2030.
B) Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to California Government Code section 26227.
C) Adopt a Resolution adjusting the Non-Departmental FY 2025-26 adopted budget to program $145,000 of District 4 Community Infrastructure funds for community-based project grants. (4/5th Vote) (Fourth District)

Executive Summary:
This item seeks the board’s authorization to use $145,000 of District 4 Community Infrastructure Funds to support four community-based projects in Sonoma County, and to allow the County Executive or designee to execute four funding agreements totaling $145,000.
Discussion:
This item seeks the Board’s authorization to use $145,000 of District 4 Community Infrastructure Funds to support the work of four community partners, and for the County Executive to execute four funding agreements totaling $145,000:
• An agreement in the amount of $50,000 with The Jewish Community Free Clinic,
• An agreement in the amount of $50,000 with Healdsburg Performing Arts Theater Inc.,
• An agreement in the amount of $15,000 with North Bay Organizing Project, and
• An agreement in the amount of $30,000 with On The Margins.
During the FY 2023-24 budget hearings, the Board set aside $4 million each for districts 1, 2, 4, and 5. Use of $145,000 in District 4 Community Infrastructure Funds is requested with this item. This funding will provide public benefits that serve important community needs as allowed under California Government Code section 26227.
Jewish Community Free Clinic:
The Jewish Community Free Clinic (JCFC), located at 50 Montgomery Drive in Santa Rosa, provides free healthcare services to all residents in need. JCFC services include primary care medicine, work and school physicals, TB testing, vaccines, acupuncture, and mental health therapy. These critical frontline services are provided by volunteer physicians, nurse practitioners, physician assistants, nurses, and bilingual support staff. Clinic volunteers offer not only medical and nursing care, but also social services and referrals to County and other community resources. Additionally, with the impending federal and state funding cuts and impacts of HR1 in 2026/2027, JCFC is experiencing an increased demand for basic healthcare services from Sonoma County residents. The JCFC will utilize $50,000 in District 4 infrastructure funds to maintain and improve facilities and to increase operational capacity to serve more patients as the need for services increases.
The Healdsburg Performing Arts Theater Inc.:
The Healdsburg Performing Arts Theater Inc., also known (DBA) as the “The Raven Performing Arts Theater”, is a 501C3 nonprofit organization located at 115 North Street in Healdsburg, CA. The ‘Raven Performing Arts Theater’, is a cultural hub dedicated to accessible, high-quality performing arts programming and youth education. The theater hosts a range of programming-from community stage productions and educational programs to professional music, theater, dance, comedy, and film. It also provides a long-term home for partnerships with local schools, performance groups, and civic organizations. The Raven’s mission is to offer an accessible space for the performing arts while serving as a center for community, education, and public engagement. Healdsburg Performing Arts Inc. will utilize $50,000 in District 4 infrastructure funds to support extensive renovations and accessibility improvements to its Raven Theater building. District 4 infrastructure funds will support development, permitting and design costs as well as organizational capacity and community education.
North Bay Organizing Project/Rapid Response Network:
The North Bay Organizing Project (NBOP) is a grassroots organization comprised of twenty faith, environmental, labor, student, cultural and community-based organizations in Sonoma County. NBOP’s mission is to improve the conditions of frontline communities in Sonoma County by organizing with working people, congregations, environmentalists and neighborhood organizations to envision a world where all people live with dignity. NBOP currently operates the North Bay Rapid Response Network: The mission and function of the North Bay Rapid Response Network is to coordinate a consistent emergency response network between local organizations, agencies, and affected community members, and to educate the community about the constitutional rights of all residents regardless of immigration status. The Rapid Response Network provides a 24-hour hotline for reporting and verifying immigration enforcement activity, and coordinates trained legal observers to be present in affected locations to promote safety and transparency in the community. NBOP will utilize $15,000 in District 4 infrastructure funds to support the facilities, capacity, and operations for the Rapid Response Network and Hotline.
On The Margins:
On The Margins (OTM) is a 501C3 nonprofit organization collective located at 245 Kentucky St Suite E in Petaluma. OTM is a collective of health professionals, artists, researchers, and consultants delivering trauma-responsive therapy services and community engagement. In partnership with Corazon Healdsburg and the Healthcare Foundation of Northern Sonoma County, OTM will fill a critical community-health role at the new North County ‘Resilience Hub’ in Healdsburg; District 4 infrastructure funds have provided foundational support to this community resilience hub, located at the Abel De Luna Center in Healdsburg CA, and mental health services have been an essential component of the community resilience hub model in the Northern Sonoma County. North County Resilience Hubs funded by District 4 infrastructure funds are located in Windsor, Healdsburg, and Cloverdale. OTM will utilize $30,000 in District 4 infrastructure funding to support mental health programs and deliver youth, individual, and family therapy services in in coordination with Corazon Healdsburg and the Healthcare Foundation of Northern Sonoma County.
