Executive Summary:
The Fingerprint Identification Equipment and Software Upgrade project was due to be completed by June 30, 2020; however, supply chain issues, staffing shortages and distancing protocols due to COVID-19 significantly delayed the project and required the Sheriff’s to modify the Scope of Work to incorporate a Change Order, adding interfacing software upgrades. In order to complete the project, the proposed amendment is necessary to extend the term for two years and increase the Agreement amount by $554,159.
Discussion:
Vehicle Code Section 9250.19 authorizes the Board of Supervisors to increase vehicle registration fees by $1.00 for each vehicle registered or renewed by Sonoma County residents. The Board of Supervisors approved this fee on June 2, 1998. The fees must be used exclusively for programs that enhance the capacity of local law enforcement to provide automated mobile and fixed location fingerprint identification. This system is used by all law enforcement agencies in Sonoma County and is managed by the Sheriff’s Office.
The Sonoma County Sheriff’s Office (SCSO) manages the automated fingerprint identification County-wide system used by all local law enforcement agencies in the County. These assets include automated fingerprint identification and related systems that allow users to capture high quality fingerprints, access fingerprints from a local database, capture fingerprints in the field, and upload prints to State and Federal Dept. of Justice databases, as required by law. The system includes the following components: live scan fingerprint devices (live scan), automated fingerprint identification archive (CAFIS), remote fingerprint input terminals, handheld fingerprint identification devices (Mobile Ident II) used by law enforcement in the field, and a booking system that maps booking photos to automated fingerprints. All of these systems interact together with various databases. All of the equipment and software for these systems was purchased from Gemalto-Cogent, Inc. using Special Revenue DMV ID Funds. The fees collected under the Vehicle Code Section 9250.19 are held in a County special revenue fund (DMV ID Fund) and managed by the SCSO. The Fund is governed by a Remote Access Network Board (RAN Board), defined in the discussion below.
RAN Board Members
The RAN Board is charged with regulating the use of Vehicle Code Section 9250.19 funds and making identification system recommendations to the Sonoma County Board of Supervisors. Section 9250.19 specifies that “each RAN Board shall be composed of seven members, as follows: a member of the board of supervisors, the sheriff, the district attorney, the chief of police of the Cal-ID member department having the largest number of sworn personnel within the county, a second chief selected by all other police chiefs within the county, a mayor elected by the city selection committee, established pursuant to Section 50270 of the Government Code, and a member-at-large chosen by the other members.” The RAN Board current membership is as follows: Sonoma County Sheriff-Coroner Mark Essick; Technical Services Division Manager Gina Giomi, Santa Rosa Police Department; Director Tim Mattos, Rohnert Park Department of Public Safety; Division Director Dan Fruchey, Sonoma County Information Systems; Chief DA Investigator Rich Celli, Sonoma County District Attorney; Mayor at Large (position currently not filled); and Criminal Justice liaison Supervisor David Rabbitt.
Background
Since 2005 the SCSO, in conjunction with the RAN Board, and in compliance with the Vehicle Code, has implemented a variety of systems that enhance the capacity of local law enforcement to provide automated mobile and fixed location fingerprint identification.
On July 7, 2020 the Board authorized the Sheriff to execute an Agreement with Gemalto-Cogent to upgrade and replace the County’s existing equipment for the fingerprint Identification equipment and software system using DMV ID Special Funds. The original Agreement for Fingerprint Identification Equipment and Software Upgrade services was approved by the Board on July 7, 2020. The project included two phases. The first phase consisted of replacing all of the County’s 10 live scan workstations. The workstations are located at various sites throughout the County and are used by all law enforcement agencies. Live scans workstations are digital fingerprint scanners that operate with a computer, camera and monitor. Live scans transmit fingerprints and photographs to the Cal-ID system for criminal application identification. The second phase of the Agreement includes the purchase of servers that have reached their end of life. The servers operate transactions and manage storage and backup for the Live scan workstations and the Sonoma County’s Automated Fingerprint Identification System. Phase two also includes the replacement of 15 mobile identifications units that will be are distributed to Sonoma County law enforcement agencies to capture and send digital fingerprints from the field to the Cal-ID system.
A two-year Agreement for Fingerprint Identification Equipment and Software Upgrade services with Gemalto, Inc. was executed for $1,002,853.
Supply chain issues, staffing shortages and distancing protocols due to COVID-19 significantly delayed the project and required the Sheriff’s to modify the Scope of Work to incorporate a Change Order, adding interfacing software upgrades. The project will not be fully implemented by the end of the term. To complete this project, modifications to the original Agreement’s Statement of Work (SOW), are needed to incorporate a change order to upgrade and improve the interface between live scan and the County of Sonoma’s Jail Management System (JMS), and a software upgrade to replace software that is obsolete and no longer supported. The additional cost for completion is $503,781, plus 10% contingency ($50,378) for a total of $554,159. The additional expense will bring the amended Agreement total to $1,557,011.
At its annual meeting on April 14, 2022, the RAN Board voted in favor of funding the modifications to the SOW to complete the project. All services under this Amendment will be paid for with DMV ID Special Funds; therefore, the completion of this project has no impact on the County’s General Fund. Board approval will allow the Sheriff’s Office to execute the proposed amendment to the Agreement with Gemalto-Cogent, Inc. to complete the upgrade project.

Narrative Explanation of Fiscal Impacts:
No impact to General Fund. All expenses will be funded by the DMV ID Special Fund and have been included in the Sheriff’s Office FY 22-23 Recommended Budget. Current DMV ID Special Fund balance ($2,698,525) will cover the additional cost included in the Amendment. The Special Fund balance is derived from Vehicle Code user fees discussed above. New revenue generated from future vehicle registrations in the County will be used for future projects and upgrades.
