Adopt a Resolution authorizing the Chief Probation Officer, or their designee, to act as an Authorized Agent to execute, for and on behalf of the County of Sonoma, any actions necessary to obtain state and federal grants or financial assistance provided to Probation from and/or sub-granted through the following sources: all Cal OES programs; the Judicial Council of California; the Board of State and Community Corrections; the California Department of Health Care Services; the California Department of State Hospitals; the California Office of Youth and Community Restoration; the United States Department of Justice and its component agencies, including the Bureau of Justice Assistance and the Office of Juvenile Justice and Delinquency Prevention; the California Office of Traffic Safety; and other granting agencies, with final award terms and conditions subject to review and approval by County Counsel.

Executive Summary:
Probation actively seeks grant opportunities to strengthen services, improve access to justice services, and increase operational efficiencies. Many of these opportunities are announced with short application timelines, making it difficult to obtain Board approval for each individual application. Delegated authority will allow Probation to respond apply for these opportunities and will allow Probation to accept funding award terms and conditions, with approval by County Counsel.
Discussion:
Probation intends to apply for grant funding from a wide range of state and federal agencies when grant solicitations align with the mission of Probation, are operationally feasible, and align with Sonoma County’s values. Recent changes to grant criteria often require applicants to show proof of authority from their governing board at the time of application. Additionally, grant application windows are often very short.
Delegating authority to the Chief Probation Officer will ensure Probation remains eligible to apply for funding opportunities in a timely fashion.
All grant award terms and conditions, and related award documents will be reviewed and approved by County Counsel before they can be acted upon under delegated authority.
