The amended agreement will have an effective date of January 1, 2020, and extends the agreement term by 15 months, at no additional cost to Sonoma Water or increase in scope of work, for a new end date of March 31, 2022.
B) Authorize Sonoma County Water Agency’s General Manager to execute the First Amended and Restated Agreement for Emergency Response Plan Update for Water System Resiliency with Carollo Engineers, Inc. The amended agreement will have an effective date of June 2, 2020, and extends the agreement term by 15 months, at no additional cost to Sonoma Water or increase in scope of work, for a new end date of March 31, 2022.

Executive Summary:
To comply with the 2018 American’s Water Infrastructure Act, Sonoma County Water Agency (Sonoma Water) must conduct a Risk and Resilience Assessment (RRA) of its potable water system and incorporate the findings into an all-agency, all-hazards Emergency Response Plan (ERP). Such analysis of Sonoma Water’s system provides valuable insight for determining necessary mitigation, protection, and prevention strategies and ultimately, provides critical direction to the ERP. Using the findings in the RRA, the ERP describes Sonoma Water’s foundations of response and recovery for all types of threats and hazards. Authorization for extending the agreements in place is necessary to provide additional time to complete the assessment report and to update Sonoma Water’s Emergency Response Plan.

HISTORY OF ITEM/BACKGROUND
America’s Water Infrastructure Act requires that public water systems conduct a risk and resilience assessment and subsequently update their emergency response plans. On March 4, 2020, Sonoma Water first entered into an agreement with Carollo Engineers, Inc., (Consultant) to conduct the risk and resilience assessment. This assessment of Sonoma Water’s water system was certified as complete with the U.S. EPA on March 31, 2020. The assessment identified possible natural hazards and malevolent acts, quantified the resilience of system assets (sources, production, transmission, communications, controls) and financial infrastructure, and reviewed monitoring practices and operations and maintenance activities. This included an evaluation of vulnerabilities, the likelihood of threats, and the consequences from potential hazards. An evaluation of the assessment results serves as the basis for the proposed updates to Sonoma Water’s Emergency Response Plan (version dated September 11, 2009).
Prior to the America’s Water Infrastructure Act (AWIA) assessment, Sonoma Water had completed water system evaluations that covered some of the hazard assessments required by America’s Water Infrastructure Act. In 2008, the Board of Directors adopted a local hazard mitigation plan (LHMP) that evaluated natural hazard risks to the water system and developed a mitigation plan to improve reliability. The LHMP report was approved by the Federal Emergency Management Agency and is currently reevaluated every five years with updates issued in 2013 and 2018. In June 2019, the Sonoma County Grand Jury released their report ‘Will There Be Water After an Earthquake?’ (June 2019) that investigated Sonoma Water’s ability to continue water service following a large earthquake. Sonoma Water prepared responses related to specific emergency action plan improvements recommended by the Grand Jury.
While these improvements are ostensibly meant to improve emergency planning for a large earthquake, the recommendations include emergency planning measures that span to other hazards as well, improving resiliency ratings under the risk and resilience assessment.
To meet the requirements under the AWIA 2018, Sonoma Water entered into two consulting agreements as follows:
1. The First Amended and Restated Agreement for Development of Water System Risk and Resilience Assessment Required Under America's Water Infrastructure Act of 2018 was to conduct an assessment of Sonoma Water’s water system and evaluation of the vulnerabilities, threats and consequences from potential hazards per the requirements of AWIA of 2018. The agreement was dated March 4, 2020 in the amount of $150,000. The agreement was first amended on August 12, 2020, to extend the term to December 31, 2020, at no additional cost to Sonoma Water, to allow additional time to complete the work.
2. The Agreement for Emergency Response Plan Update for Water System Resiliency was to provide updates to Sonoma Water’s Emergency Response Plan. The agreement was dated October 1, 2020, in the amount of $130,000. The term end date was January 1, 2021.
Some tasks under the agreements were performed after the agreement terms expired. The agreement terms need to be extended, at no additional cost to Sonoma Water, for invoices to be paid for this work.
Board approval is necessary for the extension because the revised term will exceed the maximum three-year term limit on agreements signed by the General Manager.

06/02/2020: Authorized Sonoma Water’s General Manager to execute an agreement with Carollo Engineers, Inc. for consulting services to prepare a federally-mandated update to the Emergency Response Plan incorporating the findings of the water system risk and resilience assessment. Cost not to exceed $130,000; term end January 1, 2021.
09/24/2019: Authorized Sonoma Water’s General Manager to negotiate and execute an agreement up to a one-year term for consulting services to prepare a federally-mandated risk and resilience assessment report of water system due March 31, 2020. Cost not to exceed $150,000.
