Accept the resignation of John Alden, Director of the Independent Office of Law Enforcement Review and Outreach (IOLERO), effective May 20, 2026, waiving the 60-day notice requirement.

Executive Summary:

Mr. Alden was appointed as the Director of IOLERO for a three-year term from September 5, 2022, to September 5, 2025, which was later extended for another three years to September 5, 2028. The recommended action waives the requirement that Mr. Alden not resign earlier than six (60) calendar days following the delivery of his resignation, which occurred on April 29, 2026, thereby allowing him to resign from the position on May 20, 2026.

Discussion:

The Director of IOLERO reports to the County Executive and oversees the department that is responsible for providing objective, independent audit of the findings of administrative investigations conducted by the Sheriff’s Office internal affairs unit related to civilian complaints to ensure adherence to policies and procedures. Mr. Alden was appointed to the position for three-year term, from September 6, 2022, through September 5, 2025. Last year, the Board approved the extension of the agreement to September 5, 2028. Section 7 of the Personal Services Agreement requires that the resignation by Mr. Alden be irrevocable and effective no earlier than sixty (60) calendar days following delivery, unless waived by the Board of Supervisors. Mr. Alden provided notice of resignation on April 29, 2026. This requirement is proposed to be waived, allowing Mr. Alden’s last day with the County of Sonoma to be May 20, 2026.
