Adopt a Resolution approving the proposed Amendment to the Standard Agreement with the California Department of Housing and Community Development (HCD), Agreement No. 17-DRMIT-17008 for the Community Emergency Resource Centers project, to extend the Agreement term through August 31, 2031 and increase the Agreement amount by $3,522,407, for a new, maximum grant amount $10,964,033.

Executive Summary:

In January 2022, the County of Sonoma entered into Standard Agreement No. 17-DRMIT-17008 with HCD for CDBG-MIT funds to be used for the Community Emergency Resilience Centers (CERCs) project. The Standard Agreement was in the amount of $7,441,626 and a term ending February 28, 2026. 

SPI has been working with HCD to increase project funding under the agreement and to extend the term of the grant. If adopted, the attached Resolution will allow the County Executive Officer or designee to execute the proposed amendment to the Agreement, to increase the grant amount by $3,522,407 for a new, not exceed amount of $10,964,033, and new term ending August 31, 2031.

 

Discussion:

In May of 2021, the Board adopted a Resolution authorizing designated County Departments to apply for funding; accept allocations of funding; execute grant agreement(s), and any amendments thereto; and execute for and on behalf of the County of Sonoma, any actions necessary for obtaining funding provided by the State of California’s Housing and Community Development Community Development Block Grant Disaster Recovery (CDBG-DR) and Community Development Block Grant Mitigation (CDBG-MIT) programs. Among the projects identified for grant funding were three Community Emergency Resilience Centers (CERCs) proposed by the Department of Emergency Management (DEM). The proposed Centers could provide the following in the event of a natural disaster or other emergency:

                     Response equipment/supplies & strategic asset storage and staging

                     Resource center for residents -information or electrical charging center

                     Incident management (Incident Command Post, responder rehabilitation)

                     Temporary Evacuation Assembly Point

                     Community Emergency Response Team (CERT) staging/support

                     Emergency congregate shelter support

                     Emergency animal shelter

                     Cybersecurity / business continuity resource sites

                     Emergency Commodity Point of Distribution

                     Community wireless broadband access

In January 2022, the County entered into a Standard Agreement (No. 17-DRMIT-17008) with HCD for funds for $7,441,626 in funding to be used for three Community Emergency Resilience Centers. Each CERC would be an approximately 3,500 square foot building located on County owned/controlled land, in low to moderate income areas, and away from high hazards areas. At the time of award, five potential CERC sites had been identified: the Sonoma Veterans Memorial Building, the County Administration Center, Santa Rosa Veterans Memorial Building, the Forestville Road Maintenance Yard, and the Petaluma Veterans Memorial Building.

The Department of Emergency Management (DEM) was the initial managing department for the grant and CERCs project. The grant and project were later transferred to the Department of Public Infrastructure (SPI) Special Projects unit because they possessed the resources and expertise to design and construct the project. SPI staff selected the following locations for construction of the CERC buildings, which are currently in project design and environmental review phase:

                     Forestville Road Yard - 6194 Forestville St, Forestville, Ca 95436

                     County Administration Center - 300 Fiscal Dr, Santa Rosa, Ca 95403

                     Sonoma Valley Veteran’s Hall - 121 First St W, Sonoma, Ca 95476

SPI has been working with HCD to increase funding and extend the term of the grant. If adopted, the attached Resolution will allow the County Executive Officer or designee to execute the proposed amendment to increase the grant amount by $3,522,407 for a new, not exceed amount of $10,964,033 and new term ending August 31, 2031. The additional time and funding will enable complete design, permitting, construction, and grant management/close out of the three proposed CERC buildings.

Narrative Explanation of Fiscal Impacts:

Approval of the Amendment increases the maximum agreement amount by $3,522,407 (to $10,964,033) and extends the grant term through August 31, 2031. The project is funded through State and federal CDBG-MIT grant funds administered by HCD. Revenue and expense appropriations for this grant are tracked in Capital Project 21CP40051AA (23053-40806200).
