A) Adopt a resolution authorizing the Director of the Human Services Department to execute the Sonoma County Area Agency on Aging Standard Agreement #AP-2223-27 with the California Department of Aging for Fiscal Year 2022-23.
B) Authorize the Director of the Human Services Department to accept funding from the California Department of Aging totaling $3,358,064 that will be allocated for services to older adults under the Older Americans Act.
C) Authorize the Director of the Human Services Department to amend and execute future Standard Agreement amendments to adjust for revenue levels based on changes to funding.

Executive Summary:
Annually the Human Services Department (HSD) requests that the Board of Supervisors delegate authority to the Director to execute agreements with the California Department of Aging (CDA). For Fiscal Year (FY) 2022-23, HSD requests that the Board of Supervisors adopt a resolution authorizing the Director of the Human Services Department to sign the Area Agency on Aging Area Plan Standard Agreement # AP-2223-27 in the amount of $3,358,064. This revenue is used to contract with nonprofit agencies to provide services to older adults in Sonoma County.
Discussion:
The Sonoma County Area Agency on Aging (AAA) is responsible for planning, developing policy, and advocating for the needs of older adults, adults with disabilities, and their caregivers throughout Sonoma County. CDA is authorized to distribute federal funds from the Older Americans Act to local AAAs to fund services to assist older adults and adults with disabilities to remain safely in their own homes for as long as possible.
The AAA allocates Older Americans Act funds to local non-profit agencies to provide services including nutrition programs (congregate lunch programs and home-delivered meals); supportive services programs (adult day care, case management, legal services, and transportation); health promotion; family caregiver services (respite, assessment, and caregiver support groups); the Ombudsman program for services to long-term care facility residents; and elder abuse prevention. These services help to ensure that older adults, adults with disabilities, and caregivers are safe, healthy, and well cared for throughout our community.
The AAA released a competitive Request for Proposals for older adult and caregiver support programs for a 3-year term for fiscal years 2021-2022 through 2023-2024. All successful proposers are in the process of entering into contract renewals beginning 7/1/22 and will be renewed annually through 6/30/24 upon review of contract outcomes. The contracts will be submitted for Board approval on August 30, 2022.
The AAA is receiving revenue in the amount of $3,358,064 for FY2022-2023. Historically, the AAA has received revenue in the amount of $2,773,610 for FY2021-2022, $2,744,339 for FY2020-2021, and $2,457,144 for FY2019-2020.

Narrative Explanation of Fiscal Impacts:
The Human Service Department’s FY22/23 budget only assumed $2,176,434 in revenue from the California Department of Aging. The $1,181,630 of unanticipated revenue will be addressed with a follow up board item to the Board of Supervisors roughly at the beginning of the 2023 calendar year.
