Executive Summary:

The Department of Health Services (hereinafter “DHS” or “the Department”) is seeking Board authorization to adjust its budget by $116,000 for the fiscal year 2024-2025 to reflect a new grant award from the California Office of Traffic Safety award for car seat distribution to low-income families.

Additionally, DHS is seeking approval for an updated resolution authorizing the Director of Health Services, or designee, to execute grant applications and related agreements for Local Enforcement Agency; Solid Waste Disposal and Site Cleanup; and Tire Recycling, Cleanup, and Enforcement programs, to secure grant funding from the California Department of Resources, Recycling and Recovery (CalRecycle) through June 30, 2029, and to implement and carry out the activities specified in the grant agreements.

 

Discussion:

The Department diligently seeks state and federal funding to support critical Public Health programs serving the County of Sonoma. When a grant is allocated to the Department or an existing grant is extended after the budget is finalized in June of each year, the Department is required to secure Board authorization to adjust the budget to reflect the revenue and the program expenditures.

California Office of Traffic Safety - $116,000 FY 2024-2025 Appropriations Request

In January of 2024, the Department applied to the California Office of Traffic Safety for a grant to provide car seats to local clinics for distribution to low-income families. On July 22, 2024, the Department was notified by the California Office of Traffic Safety of a tentative award in the amount of $128,000 for a grant period of October 1, 2024 through September 30, 2025. Because the award was made after the FY 2024-2025 budget was created and appropriated by the Board, the Department seeks authority to increase appropriations by $116,000 from this award funding in FY 2024-2025. The remainder will be spent in FY 2025-2026 and be built into next fiscal year’s budget. Grant Agreement OP 25030 is attached as Attachment 3.

California Department of Resources, Recycling and Recovery (CalRecycle) Board Resolution

CalRecycle administers various grant programs that support state efforts to reduce, recycle, and reuse solid waste generated in the state. These efforts work to preserve landfill capacity and protect public health and safety and the environment. The DHS Environmental Health and Safety Section receives funding from CalRecycle to provide regulatory services for waste tires, solid waste handling, construction and demolition debris, and regulation of active and closed landfills. Most recently, in 2020 the Board adopted a similar resolution certifying approval of grant applications submitted to CalRecycle and execution of any agreements and related documents necessary to secure grant funds and implement approved grant projects through June 30, 2025.

On December 18, 2024, the Department was notified that Sonoma County’s Resolution approved by the Board on February 11, 2020, through June 30, 2025, is only valid until February 11, 2025. CalRecycle will only allow up to five years for a Resolution to be valid. An updated resolution, certifying approval of grant applications submitted to CalRecycle and execution of any agreements and related documents necessary to secure grant funds and implement approved grant projects through June 30, 2029, is attached as Attachment 2.

Prior Board Actions:

On July 23, 2024, the Board of Supervisors adopted a resolution delegating authority to the Director of Health Services, or designee, to accept funding allocations for the County of Sonoma and execute revenue agreements, amendments, and related documents received in fiscal year 2024-2025.

On June 14, 2024, the Board of Supervisors adopted the Fiscal Year 2024-2025 Budget.

On January 9, 2024, the Board authorized budgetary adjustments in the amount of $12,042,570 to the fiscal year 2023-2024 adopted budget to reflect revenues and expenditures associated with Public Health grants awarded to the Sonoma County Department of Health Services including the Office of Traffic Safety.

On February 11, 2020, the Board adopted a resolution authorizing the Director of Health Services, or designee, to execute grant applications and related agreements for Local Enforcement Agency; Solid Waste Disposal and Site Cleanup; and Tire Recycling, Cleanup, and Enforcement programs, to secure grant funding from the California Department of Resources, Recycling and Recovery (CalRecycle) through June 30, 2025, and to implement and carry out the activities specified in the grant agreements.

Narrative Explanation of Fiscal Impacts:

The Department is requesting to increase appropriations to $116,000 in FY 2024-2025 revenue and expenditures. The revenue includes grant funds from the Office of Traffic Safety in the amount of $116,000. The grant on a federal FY is $128,000 and since DHS received it in the middle of the year, we are only claiming $116,000 in FY 2024/2025.  The total annual amount of $128,000 will be claimed for the entire fiscal year 2025-2026. Future amounts will be determined once the grant is released.

Future year grant amount of $128,000 will be included in the recommended budget.

The CalRecyle grant awards are recurring fiscal year to fiscal year and the award amounts are routinely incorporated into the Environmental Health department’s annual budget.
