Executive Summary:
Sonoma County Water Agency (Sonoma Water) has selected a consultant to prepare master plans for Airport-Larkfield-Wikiup Sanitation Zone treatment plant and reclamation system and Sonoma Valley County Sanitation District treatment plant. These master plans will coordinate and prioritize recommended improvements that incorporate past studies, completed improvements, and future improvements to maintain system reliability, address current and potential regulatory requirements, and enhance plant performance to reduce operational costs and incorporate process enhancements. The master planning effort for Airport-Larkfield-Wikiup Sanitation Zone will also inform staff of potential options for regional collaboration with neighboring jurisdictions (e.g. City of Santa Rosa, Town of Windsor) that could include wastewater transfers for treatment, storage, and reuse purposes. The recommendations will be used to inform future District and Zone rates.

HISTORY OF ITEM/BACKGROUND
In support of efforts to protect public health and water quality, while also meeting the challenges of serving an increasing population and regulatory requirements with aging facilities, Sonoma Water is working incrementally toward creating a master plan for each wastewater facility it manages. The goal is to develop comprehensive master plans that enable Sonoma Water to strategically plan and budget for the implementation of wastewater system improvements in order to maintain reliable and efficient collection, treatment, storage, and disposal or reuse for current and future demand, growth, regulations, and emergency situations. To date, master plans have been prepared for the Sonoma Valley County Sanitation District collection system and reclamation system as well as the Airport/Larkfield/Wikiup Sanitation Zone collection system. This master planning effort will address the treatment facilities and reclamation system that do not have master plans. Wastewater treatment plant master plans provide an overall plan to cost-effectively coordinate and prioritize recommended improvements that incorporate past studies, completed improvements, and future improvements to maintain system reliability, address current and potential regulatory requirements, and enhance plant performance to reduce operational costs and incorporate process enhancements. Sonoma Water requires the assistance of qualified consultants to provide master planning services and execute special studies that aid in the master planning effort.
SELECTION PROCESS
On October 20, 2021, Sonoma Water invited statements of qualifications (SOQs) from firms interested in providing wastewater collection, treatment, storage, and disposal/reuse master planning services and special studies. A list of qualified firms was developed (memo attached) and the top three rated firms were interviewed. Carollo Engineers, Inc. (Consultant) was selected for the subject work because of their extensive master planning experience and project management proficiency.
SERVICES TO BE PERFORMED
Under the proposed agreement, Consultant will conduct condition assessments and studies to develop master plans for Airport-Larkfield-Wikiup Sanitation Zone treatment plant and reclamation facilities and Sonoma Valley County Sanitation District treatment plant facilities.
The cost of services will not exceed $800,000; the term end date is September 30, 2025.
The agreement includes two options for Sonoma Water to extend this agreement for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $800,000 is available form FY 2022/2023 appropriations for the Airport-Larkfield-Wikiup Sanitation Zone Operations Fund ($400,000) and for the Sonoma Valley County Sanitation District Operations Fund ($400,000). No additional appropriation is required.
