A)                     Adopt a Concurrent Resolution amending Salary Resolution 95-0926, Salary Tables, to establish the new classifications and salaries for Assistant Director of Permit Sonoma and Deputy Director of Public Infrastructure Administration; update the classification specification of Director of Permit and Resource Management; and update the classification specification and adjust the salary for the Sonoma County In-Home Supportive Services Public Authority Manager, effective April 18, 2023.

B)                     Authorize departments with filled time-limited positions ending June 30, 2023, who are not seeking extensions into Fiscal Year 2023-24, to administer layoff proceedings with oversight by the Human Resources Department, in accordance with Civil Service Rule 11: Layoffs.

Executive Summary:

The County’s Human Resources Department is responsible for managing the County-wide classification and compensation structure. Components of this responsibility include ensuring employees are appropriately classified, administering the County’s Compensation Plan, and assisting departments with organizational changes when they involve classification reviews. Regularly, the department conducts classification and compensation analyses, develops reports, and presents recommendations to incumbents, unions, departments, and in many situations the Civil Service Commission.

 

In resolutions before your Board today, Human Resources requests approval to implement the final recommendations resulting from classification and compensation studies for Human Services, Permit Sonoma, and Sonoma Public Infrastructure, and to administer layoff proceedings for any filled time-limited positions with an end date of June 30, 2022, that departments are not seeking to extend into the next fiscal year.

 

While this item establishes new job classifications in the County’s classification plan, it does not seek authority to adjust departments’ current position and budget allocations.

 

Discussion:

Human Services/In-Home Supportive Services (IHSS)

In advance of an upcoming recruitment, the Human Services Department requested Human Resources update the Sonoma County In-Home Supportive Services (IHSS) Public Authority Manager class specification to modernize the language, make it more in alignment with its current roles and responsibilities, and review the salary range.

 

As a result of discussions with Human Services Department executive management, the class specification has been updated to reflect the current reporting structure and to remove references that the position represents the IHSS Public Authority Governing Body (the “Directors”) in labor negotiations and administration of labor contracts. Based on an evaluation of both market data and internal equity factors, Human Resources is recommending that the salary for IHSS Public Authority Manager be adjusted from $12,154/I-step monthly to $11,111/I-step monthly. For ongoing salary administration purposes, the salary will be set at 5% above the benchmark classification of Human Services Section Manager.

 

Human Resources seeks approval to update the classification specification and adjust the salary of the Sonoma County In-Home Supportive Services (IHSS) Public Authority Manager.

 

Permit Sonoma

Permit Sonoma requested that Human Resources develop a new assistant director job classification to support upcoming organizational changes in the department and to create efficiencies within the department’s executive management span of control. The Assistant Director of Permit Sonoma will assist in the planning, organizing, and coordinating of Permit Sonoma department operations and services including building, engineering, planning, permitting, fire services, code enforcement, and environmental planning and review; will supervise management staff and other department personnel; and will act on behalf of the Director during absences or as otherwise assigned.

 

On March 13, 2023, the Civil Service Commission approved the creation of the new classification.

 

Bargaining Unit, Fair Labor Standards Act (FLSA), and Salary Determination:

Pursuant to the County’s Employee Relations Policy, Human Resources determined the appropriate bargaining unit for the new Assistant Director is Bargaining Unit 0050-Administrative Management, and that the classification should be exempt, pursuant to the guidelines of the Fair Labor Standards Act.

 

Based on an evaluation of both market data and internal equity factors, Human Resources has determined that the salary for Assistant Director of Permit Sonoma should be set $15,662/I-step monthly. For ongoing salary administration purposes, it is recommended that the salary be administered 10% above the Deputy Director - Engineering & Construction.

 

Human Resources seeks approval to establish the new classification and salary of Assistant Director of Permit Sonoma. Human Resources is also recommending updating the Director of Permit and Resource Management classification specification to reflect current nomenclature and maintain continuity within the department’s classification levels.

 

Sonoma Public Infrastructure

Human Resources received a request from Sonoma Public Infrastructure, formally the Departments of General Services and Transportation and Public Works, to create a new executive management level classification to oversee the consolidated functions of the new department’s Administration Division.

 

Human Resources evaluated the department’s organizational structure and the County’s classification plan and determined a classification does not currently exist that would be appropriate to oversee all of the functional areas of the new division. As a result, Human Resources created the new classification of Deputy Director of Public Infrastructure Administration which will allow for oversight of the department’s administrative and technical programs including accounting and fiscal, communications and customer service, continuity of operations, human resources, information technology, and infrastructure grant services, as well as overseeing the County-wide centralized purchasing function.

 

On January 19, 2023, the Civil Service Commission approved the creation of the new classification.

 

Bargaining Unit, Fair Labor Standards Act (FLSA), and Salary Determinations:

Pursuant to the County’s Employee Relations Policy, Human Resources determined the appropriate bargaining unit for the new Deputy Director is Bargaining Unit 0050-Administrative Management, and that the classification should be exempt, pursuant to the guidelines of the Fair Labor Standards Act.

 

Based on an evaluation of both market data and internal equity factors, Human Resources has determined that the salary for the Deputy Director of Public Infrastructure Administration should be $13,427/I-step monthly and the ongoing salary administration for the classification should be set at 16% above Department Administrative Services Director.

Human Resources

Several departments with time-limited allocations set to expire on June 30, 2023, have identified a need to have their positions continue past the current expiration date. These positions were extended through September 2023, during the second quarter consolidated budget adjustments, and departments will be seeking longer end-date extensions as part of the Fiscal Year 2023-24 budget process. There are other departments that have expiring time-limited allocations where the funding and/or programmatic needs are concluding. In these latter instances, the time-limited allocations will end on June 30, 2023, as initially planned. All allocations set to expire on June 30, 2023, are currently vacant except for one, a Department Program Manager position at the University of California Cooperative Extension.

 

Human Resources requests the Board authorize departments with filled time-limited positions ending June 30, 2023, who are not seeking extensions into Fiscal Year 2023-24, to administer layoff proceedings with oversight by the Human Resources Department, in accordance with Civil Service Rule 11: Layoffs.

Narrative Explanation of Fiscal Impacts:

There are no fiscal impacts associated with these items. While this item creates the job classes for Assistant Director of Permit Sonoma and Deputy Director of Public Infrastructure Administration, it does not adjust allocations to add these positions. Those potential additions will be requested at a later date, or as part of the FY 2023-24 budget process.
