Executive Summary:
The mission of the Child Care Planning Council (CCPC) of Sonoma County is to convene and inspire the community through collaboration, leadership, and advocacy to promote and plan for quality child care and development services for the benefit of all children (primarily birth to 12), their families, and Sonoma County.
The California Department of Education (CDE) requires local child care planning councils to identify local priorities for new child care funding by zip code areas and approval by the Board of Supervisors and the County Superintendent of Schools before submission to the CDE. The CDE uses these local funding priorities to direct funding for local child care services when additional funds are available. Local funding priorities are determined using a CDE formula that pulls data from various sources. This year’s priorities were the subject of a public hearing held on April 1, 2022. There were no objections to the new funding priorities raised during the public hearing, which the CCPC approved on April 1, 2022. The new priorities have been reviewed and approved by the Sonoma County Superintendent of Schools.
Discussion:
The CDE requires local child care planning councils to identify local priorities for new child care funding by zip code areas and approval by the Board of Supervisors and the County Superintendent of Schools before submission. The CDE uses these local funding priorities to direct funding for local child care services when additional funds are available. Due to State funding increases or current contractors returning funds to the State, additional funds may become available. When there are any legislative changes to child care and development funding methodologies or structures, these priority area determinations may be used by the State in considering reallocations of any available funding. The priority funding recommendations are currently used to prioritize State funding for preschool and child care programs providing subsidized child care for low-income families.
Local funding priorities are determined using a CDE formula that pulls data from various sources, including the United States Census Report. Approval by the Board of Supervisors and County Superintendent of Schools is required when there is a change in funding priorities. This year there is a change in priorities based on the most recent census data.
Data on eligible children in each zip code are compared to the number of children currently being served by state and federally funded child care. Based on comparative percentages and numbers of unserved children, zip code areas are then designated as a Priority 1 (top priority zip code area for new child care funding) or Priority 2 (second priority area for additional funds); all remaining zip code areas are designated as Priority 3.
There are ten changes in this year’s zip code priority area calculations based on the most current data available. These changes may be due to the expansion of slots or program closures. For California State Preschool Program contract funding, six zip codes moved to a higher priority, and two zip codes moved to a lower priority as shown below:
Rohnert Park (94828) increased from Priority 2 to Priority 1, Cotati (94931) increased from Priority 3 to Priority 2, Petaluma (94952 and 94954) increased from Priority 2 to Priority 1, Santa Rosa (95401) increased from Priority 2 to Priority 1, and Santa Rosa (95407) increased from Priority 3 to Priority 2. Healdsburg (95448) decreased from Priority 1 to Priority 2, and Cloverdale decreased from Priority 3 to Priority 2.
For General Child Care and Development, two zip codes moved to a higher priority as shown below:
Cotati (94931) moved up from Priority 2 to Priority 1, and Penngrove (94951) moved up from Priority 3 to Priority 2.
No other Zip Code Priority funding changes were made.
This year’s priorities were the subject of a public hearing held on April 1, 2022. No objections to the new funding priorities were raised during the public hearing, and they were approved by the CCPC on April 1, 2022. The new priorities have been reviewed and approved by the Sonoma County Superintendent of Schools.
As the State moves toward reinvestments in early education, it is the intention that these priority areas will serve as guidelines for the CDE in its allocations of contract funding. Additionally, it is hoped that local efforts to identify and blend funding streams can be used to address identified gaps and disparities.
