Authorize the Purchasing Agent or the Public Infrastructure Deputy Director of Administration to award and execute Blanket Purchase Order Agreements for vegetation management county wide, as needed and during emergencies and any subsequent addenda that do not significantly change the scope of services, and do not cumulatively exceed $500,000 per contract, per year for 15 providers for a term ending on December 31, 2024.

Executive Summary:
The Department of Public Infrastructure (SPI) requests that the Board authorize the Purchasing Agent or the Deputy Director of Administration to award and execute Blanket Purchase Order agreements, with the following suppliers: Atlas Tree Surgery, Bay Area Tree Specialists, Biswell Forestry LLC, Crowdergulf Co, Empire Tree Experts, Greentek Services LLC, Image Tree Service, Mountain F. Enterprises, Sandborn Tree Services, Sky View Tree Experts Inc, Sonoma Marin Arborists, The Davey Tree Expert Company, The Original Unlimited Tree Service Co, The Professional Tree Care Company, and West Coast Arborists. The contract term is effective January 1, 2024, through December 31, 2024, with four (4) one-year options for renewal. These Blanket Purchase Orders are for use by all County departments and affiliated public entities, such as Sonoma County Water Agency, Sonoma County Community Development Commission, and special districts for as needed vegetation management services.
Discussion:
The Sonoma Public Infrastructure Purchasing Division currently maintains Blanket Purchase Order contracts for vegetation management service work for disaster and emergency response activities throughout the county. During disasters, use of these blanket purchase orders may be coordinated through the EOC or Department Operations Centers. Separate Blanket Purchase Order Agreements will be established for use on an as needed non-emergency basis for use by all County departments and affiliated public entities, including Sonoma County Water Agency, Sonoma County Community Development Commission, and special districts. Qualified suppliers are needed to provide vegetation management service work for various projects.
A Request for Proposal (RFP) soliciting proposals for as needed vegetation management service was issued on 6/30/2023. Notifications were sent to Minority Business Enterprises (MBE) and Women’s Business Enterprises (WBE) as well as local tree service providers. The solicitation was comprised of two phases:
• Phase one (1) of the RFP required service providers to submit qualifications in order to be added to a pre-approved service provider list. These qualifications were evaluated based on the following criteria: Possession of current and active California Contractor License “Class C-61 Limited Specialty, D-49 Tree Service Contractor”. Registered and Active with the Department of Industrial Relations (DIR). Insurable for County Risk Management required coverage limits for Commercial General and Automobile Liabilities and Workers Compensation and Employers Liability. Past Projects and references.
• Phase two (2) required Contractors to respond to requesting County Departments or affiliated entities when invited to submit a competitive quotation for the work as it becomes available. Departments will award a task order for work to the lowest responsive/ responsible quote received.
The County received sixteen (16) proposals in response to its solicitation, of the sixteen (16) proposals received, the following fifteen (15) service providers met the minimum qualifications to be added to the pre-approved service provider list: Atlas Tree Surgery, Bay Area Tree Specialists, Biswell Forestry LLC, Crowdergulf Co, Empire Tree Experts, Greentek Services LLC, Image Tree Service, Mountain F. Enterprises, Sandborn Tree Services, Sky View Tree Experts Inc, Sonoma Marin Arborists, The Davey Tree Expert Company, The Original Unlimited Tree Service Co, The Professional Tree Care Company, and West Coast Arborists.
Tree Service work will include but is not limited to performing tree removal, tree and root pruning of existing trees, stump grinding, and tree maintenance work at various locations in the County of Sonoma. These Blanket Purchase Order Agreements will expedite vegetation management service needs for as needed and emergency tree service work.

Appropriations for costs to be incurred under this blanket purchase order will be funded through various departments’ adopted budgets only as required and when the services are deemed necessary.
