A)                     Authorize the County Executive or designee to execute funding agreements with five community partners: Latino Service Providers, Los Cien Sonoma County Inc., Circuit Rider Community Services, Farm to Pantry, and Vamos North Bay; in a form approved by County Counsel, in a total amount not to exceed $220,000, between January 6, 2026, and December 31, 2028.

B)                     Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to California Government Code section 26227.

C)                     Adopt a Resolution adjusting the Non-Departmental FY 2025-26 adopted budget to program $220,000 of District 4 Community Infrastructure funds for community-based project grants. (4/5th Vote)

Executive Summary:

This item seeks the board’s authorization to use $220,000 of District 4 Community Infrastructure Funds to support five community-based projects in Sonoma County, and to allow the County Executive or designee to execute five funding agreements totaling $220,000.

 

Discussion:

This item seeks the Board’s authorization to use $220,000 of District 4 Community Infrastructure Funds to support the work of five community partners, and for the County Executive to execute five funding agreements totaling $220,000:

 

                     An agreement in the amount of $50,000 with Latino Service Providers,

                     An agreement in the amount of $50,000 with Los Cien Sonoma County Inc., and

                     An agreement in the amount of $20,000 with Circuit Rider Community Services.

                     An agreement in the amount of $50,000 with Farm to Pantry

                     An agreement in the amount of $50,000 with Vamos North Bay  

 

During the FY 2023-24 budget hearings, the Board set aside $4 million each for districts 1, 2, 4, and 5. Use of $220,000 in District 4 Community Infrastructure Funds is requested with this item. This funding will provide public benefits that serve important community needs as allowed under California Government Code section 26227.

 

Latino Service Providers:

 

Latino Service Providers (LSP) is a 501(c)(3) nonprofit organization dedicated to increasing awareness and access to essential safety-net services and programs in Sonoma County.  LSP also distributes food and essential goods to families and youth at their facilities - located at 1000 Apollo Way in Santa Rosa, CA.  LSP will utilize $50,000 in District 4 community infrastructure funds to improve facilities and useable indoor program space for community-based services, youth programs, and distribution of essential goods. The funds will support facilities, essential programs, and increased operational capacity.

 

Los Cien Sonoma County Inc.:

 

Los Cien Sonoma County Inc. is a 501(c)(3) nonprofit organization serving all of Sonoma County. Los Cien’s work includes community leadership training programs, educational events, and monthly convenings of nonprofits, policymakers, local businesses, educators, community organizers, and healthcare providers with the stated goal of “building bridges and fostering a shared responsibility toward achieving equitable outcomes for all.” Los Cien will utilize $50,000 in District 4 community infrastructure funds to support its physical infrastructure costs, physical space and costs associated with the BRIDGE leadership training program, as well as increased capacity to deliver community programming in 2026.

 

Circuit Rider Community Services:

 

Circuit Rider Community Services is a 501(c)(3) nonprofit organization primarily serving Sonoma County’s at risk youth through social service work, environmental stewardship, and CTE training programs. Circuit Rider will utilize $20,000 in District 4 community infrastructure funds to support necessary site improvements such as additional classroom space at the Windsor campus, located at 9619 Old Redwood Hwy, and essential infrastructure for Circuit Rider’s youth programs and services.

 

Farm to Pantry:

 

Farm to Pantry is a 501(c)(3) organization based in Windsor, CA.  The stated mission of Farm to Pantry is “to bring together our communities to end food insecurity and injustice” and the organization annually collects and distributes over 400,000 pounds of fresh produce to communities across Sonoma County.  Since 2008, Farm to Pantry has delivered over 7.5 million servings of fresh fruits and vegetables to local families.  Farm to Pantry will utilize $50,000 in District 4 community infrastructure funds to support its physical infrastructure costs, food storage and distribution capacity, as well as increased capacity to ameliorate food insecurity in communities across Sonoma County.

 

Vamos North Bay:

 

Vamos North Bay is a 501(c)(3) nonprofit organization based in Healdsburg CA.  The stated mission of Vamos North Bay is to “empower entrepreneurs from underserved communities by providing resources, trainings, fostering business growth, and creating accessible platforms for economic advancement and artistic expression.”  Vamos North Bay will utilize $50,000 in District 4 community infrastructure funds to support its physical infrastructure costs, small business trainings and essential community programs.
