Approve and authorize the Chair to execute a fourth amendment to the professional services agreement with Moffatt and Nichol Engineers for design of the replacement of the Watmaugh Road Bridge over Sonoma Creek. The proposed amendment would increase the base contract amount by $484,215.82 and add a 10% contingency of $105,937.18. In addition to increasing the total contract value by $590,309.00 (for a new total not-to-exceed amount of $1,165,309.00) the amendment would extend the term of the contract to December 31, 2026. Executive Summary:

Sonoma County Public Infrastructure (SPI) requests the Board approve the fourth amendment to the design contract with Moffatt and Nichol Engineers for replacement of Watmaugh Road Bridge over Sonoma Creek (C08001). If approved the amendment will fund completion of the design phase of the project and enable the County to move forward with construction of a new bridge that will meet current engineering, seismic, and safety standards. 

 

Discussion:

The Watmaugh Bridge over Sonoma Creek was constructed in 1929. The bridge is a steel truss bridge with a concrete deck. The bridge is listed as seismically deficient and does not meet current road and bridge standards. Although the bridge was included on the Sonoma County list of historic structures, evaluations in 1986 and 2003 by consultants on behalf of Caltrans found it did not qualify for national historic registration. Based on those findings, SPI received Highway and Bridge Program (HBP) funding in 2012 to design and construct a new bridge to meet current standards. With grant funding secured from HBP on July 12, 2012, the County awarded an engineering and design contract to Moffatt & Nichol Engineers for a not to exceed amount of  $471,756  and a term ending December 31, 2015

In 2014, the State of California determined the original decision to find the bridge ineligible for inclusion on the national register was incorrect and reversed their decision. This led to extensive additional work to determine approaches to mitigate the potential loss of a historic structure and to address regulatory and community concerns. Based on these additional design and engineering requirements, the Board approved a first amendment to the contract on May 12, 2015. The amendment increased the total, not to exceed value of the contract by $103,400 to $575,156 and extended the term until December 31, 2018. A second amendment was approved by the Board on December 4, 2018, to extend the term only with no change in the total contract value. A third amendment was approved by the Director of Transportation and Public Works (TPW) Department on December 7, 2021, to extend the term until June 30, 2023 with no change in the total contract value.

Due to the inclusion of the Watmaugh Bridge on the national register in 2014, as well as revisions to various engineering standards since the project began in 2012, SPI is requesting approval of a fourth amendment to this contract. If approved, the amendment will allow Moffatt and Nichol Engineers and their subconsultants to update the design to current standards, bring the plans to 100% design, and provide engineering support throughout the construction phase of the project.  The proposed fourth amendment will increase the base contract amount by $484,215.82 and include a 10% contingency to the project for an overall addition of $590,309.00. This would bring the design work total to a not-to-exceed value of $1,165,309.00. In addition, this amendment would also extend the contract end date to December 31, 2026.

Narrative Explanation of Fiscal Impacts:

Revenue and expenses associated with this contract amendment will be included in future Roads Capital (11051-34010103) Recommended Budgets beginning in FY 2023-24. Funding for the Watmaugh Bridge replacement project has been approved through the Federal Highway Bridge Program (HBP) for 90% ($435,795) of eligible costs associated with this amendment. The Roads Division is responsible for 10% of the contract amendment costs ($48,420) and will utilize traditional Roads funding sources such as State Highway Users Tax (HUTA) and Road Maintenance and Rehabilitation Account (SB1) for the local match.
