Approve the following Countywide Appointments:
A) Approve the reappointment of Bob Williamson to the Retirement Board for a term beginning January 1, 2023 and ending on December 31, 2025.
B) Approve the reappointment of Tamara Davis to the Marin Sonoma Mosquito and Vector Control District Board for a term beginning January 1, 2023 and ending on December 31, 2026.
C) Approve the appointment of Kelley Dillon to the First 5 Commission, filling the seat of Local School District Representative, for a term beginning January 1, 2023 and ending on December 31, 2024.

Executive Summary:
The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.
Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits recommendations for positions on the Retirement Board, the Marin Sonoma First 5 Commission.
Discussion:
RETIREMENT BOARD:
The Sonoma County Employees’ Retirement Association (SCERA) Retirement Board is a nine-member Board, plus one alternate retired member. Four of the trustees are appointed by the Sonoma County Board of Supervisors, five are elected by SCERA's membership (two general, one safety, one retired, one retired alternate), and the County Treasurer is elected by the general public. With the exception of the County Treasurer, Board members serve three-year terms of office with no limits on the number of terms that can be served.
Bob Williamson spent 33 years with Chevron in senior finance and related assignments, retiring in 1998. At Chevron he had management responsibility over Chevron's defined benefit and 401k plans, he has served on the Sonoma County grand jury, and is currently serving on the Ratepayer Advisory Committee of Sonoma Clean Power. He was appointed to the Retirement Board by the Sonoma County Board of Supervisors in February 2014.
MARIN SONOMA MOSQUITO AND VECTOR CONTROL DISTRICT:
The objective of the Marin Sonoma Mosquito and Vector Control District is protecting the health and welfare of the communities we serve from mosquitoes and vector-borne disease. The Marin Sonoma Mosquito and Vector Control District is governed by a Board of Trustees. Each member represents his or her city of residence or a county at large. Trustees are appointed by their city council or county board of supervisors and serve a two or four year term.
Tamara Davis has represented Sonoma County on the Marin Sonoma Mosquito and Vector Control District since 2002. Tamara serviced as past President of Mosquito and Vector Control Association of California (MVCAC) Trustee Council, servied Eight years on Trustee Council, and is currently serving on the Legislative Committee. Tamara is a Trustee Representative for Coastal & Sacramento Valley Regions of the Vector Control Joint Powers Agency (VCJPA) and the President of the Board of Directors. Her Professional experience spans 34 years with State Farm holding various positions in public affairs, fire claims, and inspector/trainer. Tamara’s work includes a variety of community engagement activities including Mayor and Council member for the City of Cotati, Santa Rosa Chamber of Commerce Review Committee, and Goodwill Industries of Redwood Empire Board of Directors.
FIRST 5 COMMISSION:
In November 1998, California voters passed Proposition 10, the California Children and Families First Initiative, which added a 50-cent per pack tax on cigarettes and tobacco products. As per the Act, the intent of Proposition 10 is to “facilitate the creation and implementation of an integrated, comprehensive, and collaborative system of information and services to enhance optimal early childhood development and to ensure that children are ready to enter school.” Eighty percent of the tax revenue is disbursed based on birth rate to the 58 counties in California to promote the early health, learning, and family support for children from the prenatal stage through five years of age.
The Commission consists of nine members authorized to administer and allocate Sonoma County’s Prop. 10 funds. Commissioners represent county government, including the Department of Health Services and Human Services Departments, as well as community-based organizations, K-12 education, healthcare and the private sector. The First 5 Commission bylaws state that the Commission, with the support of the First 5 Sonoma County Executive Director, will recruit potential new Commissioners, interview candidates and present nominations to the Board of Supervisors for appointment to the Commission.
Kelley Dillon has worked in the local school system since 2002. Kelley’s experience includes Principal Steele Lane Elementary, Executive Director of education services with Santa Rosa City Schools, and teacher at Helen Lehman Elementary. The first 5 Commission approved the recommendation of Kelley to the Commission October 2022.
