Executive Summary:

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts. The Third District has reviewed applications and wishes to recommend the following FY 24-25 grant awards:

1.                     The LIME Foundation for the Believe in the Dream-Shine Bright Like a Diamond fundraiser, grant award of $1,500;

2.                     Lomi School Foundation for the Legacy Fund sliding-scale and pro-bono services, grant award of $2,000;

3.                     LandPaths for the 13th annual Harvest Festival at Bayer Farm & Garden, grant award of $2,000;

4.                     EFZM Engage for the 2024 Vince Harper's South Park Day & Night Festival, grant award of $3,000;

5.                     Vecinos de Moorland (Concepcion Dominguez Galvan) for the La Posada and Primavera con Los Niños, grant award of $2,000;

6.                     Rancho Cotate High School MEChA Club & Latino Student Union (fiscal agent: Cotati-Rohnert Park Unified School District) for the 2nd Annual Celebración de Comunidad - Community Celebration: Fiesta de Independencia, grant award of $1,500;

7.                     Bridge to the Future - Rites of Passage for the Rites of Passage end of program year graduation ceremony, grant award of $2,000;

8.                     Santa Rosa Quilt Guild for three Quiltathons, grant award of $500;

9.                     Council on Aging Services for Seniors for the Annual Sonoma Wine Country Games, grant award of $2,500;

10.                     10,000 Degrees for the College Access and Success programming, grant award of $2,500;

11.                     The Buck Institute for Research on Aging for the 13th North Bay Science Discovery Day, grant award of $1,000;

12.                     VIDA Cultural Arts for Sueños Markets, grant award of $3,000;

13.                     Positive Images for the Black is Beautiful, Queer Juneteenth Celebration, grant award of $2,000;

14.                     Children's Museum of Sonoma County for the “Access for All” initiative, grant award of $3,000;

15.                     Sonoma County (Youth) Commission on Human Rights (fiscal agent: Sonoma County Human Resources Department) for outreach events, grant award of $1,500;

16.                     Sonoma Family Meal for the Knife’s Edge Annual Chef Competition & Gala, grant award of $2,000;

17.                     Santa Rosa Symphony Association for Simply Strings at Sheppard Accelerated Elementary School, grant award of $1,000;

18.                     Sonoma County Pride for the Annual LGBTQI Diversity and Inclusion Festival and Parade, grant award of $3,000;

19.                     Rotary Club of Santa Rosa East/West for the Santa Rosa Veterans Tribute Luncheon, grant award of $500;

20.                     Santa Rosa Urban Arts Partnership for WinterBlast, grant award of $3,000;

21.                     New World Ballet for the Duke Ellington Nutcracker, grant award of $2,000;

22.                     Santa Rosa Chamber of Commerce (Santa Rosa Metro Chamber) for the Winter Lights, grant award of $1,000;

23.                     YWCA Sonoma County for the Domestic Violence Awareness Month and the 4th Annual Y I Run, grant award of $2,000;

24.                     Red Peloton for the Adopt-a-Road litter pick up program, Under 23 Race Team, Tuesday Night Twilight Race Series, grant award of $500;

25.                     Career Technical Education Foundation for the Career Technical Education Foundation’s Annual Event and Student Showcase, Spark the Future, grant award of $2,000;

26.                     Food For Thought for Dining Out For Life, grant award of $2,500; and

27.                     DeMeo Teen Club, Inc. (Chop's Teen Club) for the Community Partnership Program, grant award of $1,500.

 

Discussion:

Transient Occupancy Tax Funding

The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.

 

Community Investment Fund Program and Policy

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (<https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy>).

 

Local Events, Organizations, and District Priorities Category

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts. Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the CommunityInvestment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award. Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
