Authorize the Director of the Human Services Department to execute an agreement with First 5 Sonoma County to receive $72,750 from First 5 Sonoma for the period of July 1, 2024, through September 30, 2025 to use the Upstream Investments Shared Outcomes Measurement System.

Executive Summary:

The Director of the Human Services Department requests authority to execute an agreement with First 5 Sonoma County for $72,750 for the period of July 1, 2024, through September 30, 2025. The funding will support continued use of the First 5 Sonoma County site in the Upstream Investments Shared Outcomes Measurement System (SOMS) for data collection. In addition, SOMS is used to implement Anti-Racist Results Based Accountability (AR-RBA) to assess the effectiveness of First 5 Sonoma County’s community investments. SOMS is the County’s technology platform built to collect demographic data and AR-RBA metrics.

 

 

Discussion:

Established by the Board in 2010, Upstream Investments was founded on a collective impact framework that includes five core principles to guide the work, including: 1) providing the backbone support needed for local collective action, 2) development of common community agendas, 3) continuous communication with Upstream Investments partners, 4) the strengthening of community capacity to engage in mutually reinforcing activities and, 5) Upstream Investments’ Shared Outcome Measurement System (SOMS) that brings sectors together to establish shared data measures.

 

In 2014, the Board authorized Upstream Investments to adopt a SOMS database which provides a platform for data sharing across both Upstream Investments’ partner organizations and County departments. By agreeing to track progress through a unified system and approach, Upstream Investments and County partners with access to SOMS have been able to establish metrics using an Anti-Racist Results-Based Accountability approach to monitor progress and implement continuous improvement. Using SOMS across County departments and partner organizations provides a tool to strengthen service providers’ understanding of complex client needs, improve quality coordination of services, decrease redundancy of efforts and maximize resources.

 

County departments currently using SOMS include the Human Services Department (HSD), Department of Emergency Management, Office of Equity, and Probation. SOMS is also being used for the American Rescue Plan Act Community Resilience Program data collection. Upstream Investments currently works with several groups of partners to collect and share client data and program outcomes using SOMS. 

 

With Board approval, the Human Services director will execute an agreement to support First 5 Sonoma County’s use of SOMS for data collection. The HSD Planning, Research, Evaluation & Engagement unit will provide overall project management for the agreement and the associated SOMS site. There will be 15 SOMS user seats purchased under this agreement, and if additional seats are needed, they may be purchased for a total amount not to exceed $25,000.

County Office of Education extending the contract end date to June 30, 2016 and increasing the

contract by $10,000 for a new total not to exceed amount of $39,160 and 2) executed the

second amendment to a READY agreement with River to Coast Children’s Services extending

the contract end date to June 30, 2016 and increasing the contract by $4,000 for a new total

not to exceed amount of $81,876.

 

07-22-2015: Approved second amendment to an agreement with the Community Child

Care Council of Sonoma County increasing the contract by $224,411 for a new total not to

exceed amount of $847,334, financed with a First 5 Grant, for the period July 1, 2014 through

September 30, 2015.

Narrative Explanation of Fiscal Impacts:

The revenue amount of $72,750 is included in the Fiscal Year 2024-2025 recommended budget approved by the Board in June 2024. The $72,750 is fully funded by First 5 Sonoma County and there is no general fund or realignment revenue match required. The funds are used to support the administration of the First 5 Sonoma County site in the Upstream Investments SOMS.
