A)                     Authorize the County Executive or designee to enter into a funding grant agreement with the Petaluma Health Center to provide $1,750,000 for renovations needed to open an urgent care facility at 1450 Medical Center Drive in Rohnert Park, and to take all other necessary actions to implement the agreement, including executing minor amendments.

B)                     Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the County pursuant to Government Code Section 26227.

Executive Summary:

The Petaluma Health Center is opening an urgent care facility in Rohnert Park, which fills a gap in medical services for indigent and medically underserved populations in the area.  As part of the reopening, major renovations are required, including replacement of the HVAC system. 

 

As part of the FY 2024-25 Adopted Budget, the Board of Supervisors approved staff recommendations for use of Tribal Funds which included allocation of $1,750,000 of Graton Mitigation Fund Balance to fund these improvements, which will directly benefit residents impacted by the casino.  This item authorizes the County Executive to enter into an agreement with Petaluma Health Center to pass through these funds. 

 

Discussion:

Petaluma Health Center is a non-profit Federally Qualified Health Center that provides comprehensive health care access in Southern Sonoma County, with a focus on underserved communities.

 

The closure of Providence’s Rohnert Park Urgent Care facility in November 2022 left a gap in the provision of same-day urgent medical services in southern and central Sonoma County.  Petaluma Health Center is working to close this gap by opening an urgent care facility in Rohnert Park, capable of accommodating 20,000 annual healthcare visits.  This project is in the public interest.  Petaluma Health Center estimates that 75% of patients who receive care will be at or below the Federal Poverty line.  The project has received funding from the Federal and State governments, as well as the City of Rohnert Park. 

 

As part of the FY 2024-25 Budget Hearings the Board approved the recommendations in the Tribal Memo <https://sonomacounty.ca.gov/Main%20County%20Site/Administrative%20Support%20%26%20Fiscal%20Services/CAO/Documents/Public%20Reports/Budget%20Reports/2024-2025/Tab%2013%20Tribal%20Memo%20Final%20%26%20Attachments%20FINAL.pdf>.  This included allocation $1,750,000 of Graton Mitigation fund balance to support renovations at the urgent care center in Rohnert Park.  This will enable Petaluma Health Center to provide needed medical services to the community that is most directly impacted by the Casino and to fill a gap in medical services in that portion of the County.  Funding for this agreement was included in the Adopted Budget.  This item seeks authorization for the County Executive to sign an agreement with Petaluma Health Center to provide these funds for the needed improvements.

 

The funding agreement is authorized under Government Code Section 26227, pursuant to which the Board may fund projects deemed by the Board to be necessary to meet the social needs of the population of the County, including but not limited to, the areas of public health and welfare.
