Adopt the proposed Resolution authorizing the Sonoma County Transit Systems Manager to file and execute grant applications, certifications of assurances, and related documents with the California Department of Transportation (Caltrans) for Federal Transit Administration Section 5311 and Section 5339 program funds for Federal Fiscal Year (FFY) 2026 and committing the necessary local match, said authorization to be contingent on availability of sufficient funding for any local match contributions required for such assistance.

Executive Summary:

Sonoma County Transit (Transit) requests Board adoption of the proposed Resolution authorizing submittal of grant applications to Caltrans for FFY 2026 FTA Section 5311 Rural Formula, Section 5311(f) Intercity Bus, and Section 5339(a) Vehicle Replacement program funds. The requested funds total $1,834,403 in federal share, with a $1,054,487 local match from Transportation Development Act (TDA) funds, to support rural transit operations, intercity bus service on Route 20, and replacement of one 35-foot CNG bus. Because the grant application deadline of August 3, 2026, occurred before this Board hearing, Transit submitted the applications with a draft Resolution, as permitted by Caltrans. Board adoption of the Resolution will allow Transit to provide Caltrans with the required final executed Resolution.

 

Discussion:

On June 8, 2026, Caltrans' Division of Mass Transportation issued its Call for Projects for the FFY 2026 FTA Section 5311, Section 5311(f), and Section 5339(a) programs, with applications due August 3, 2026. Transit applied for three projects:

Caltrans requires each applicant to submit an executed authorizing resolution with its grant application. The applications were due August 3, 2026, before this item could be heard by the Board. Caltrans allows applicants in this situation to submit a draft resolution and provide the final executed resolution after Board approval. Transit therefore submitted the applications by the deadline and will provide the final Resolution following today's Board action. Adoption of the proposed Resolution will allow staff to submit the final executed Resolution to Caltrans.

There is no direct fiscal impact as a result of this board item. If the grant applications are awarded, Transit will return to the Board for approval for any necessary budget adjustments to appropriate the federal grant funds and corresponding local match.
