Executive Summary:
This item requests authority to enter into an agreement with the City of Healdsburg to provide fire protection services in the Fitch Mountain and Dry Creek services areas. The County of Sonoma has contracted with the City of Healdsburg since the 1990s to provide services for County Service Area (CSA) 40 responsible for providing fire protections for this territory. The Northern Sonoma County Fire Protection District has applied to the Sonoma County Local Agency Formation Commission (LAFCO) to annex this territory and this agreement will ensure fire protection services are maintained until the annexation process can be finalized later this year.
Discussion:
County Service Area (CSA) 40 maintains an annual contract with the City of Healdsburg to provide fire protection services to areas adjacent to the City of Healdsburg that are under the responsibility of CSA 40. Under this agreement, the City of Healdsburg will provide full-service fire protection including fire response, rescue, emergency medical, and other fire department-related services. This agreement will continue the partnership between CSA 40 and the Healdsburg Fire Department.
Historically, the agreement has been executed on an annual basis, which is of value to the County given the consolidation efforts currently being undertaken by the County. The agreement has increased a total of $9,088 or 5% compared to last year’s contract. The Northern Sonoma County Fire Protection District (District) was involved in the negotiation of this contract given it is likely the District will annex the service territory in this current fiscal year. If the District does annex the territory within this current fiscal year, this contract will automatically terminate, as the County will no longer be responsible for the service territory.
The agreement recitals were modified to acknowledge the impending annexation process and all parties, the County, the District, and the City of Healdsburg are working together to assure a smooth transition.

Narrative Explanation of Fiscal Impacts:
CSA 40 funds contain sufficient appropriations to cover this contract obligation. It is anticipated that the annexation of the territory will occur before the 2nd payment is due. All parties are cooperating to ensure a smooth transition, including the proper proration and transfer of funding and obligations associated with this contract.
