Executive Summary:
The Sonoma County Public Infrastructure Department, formerly Transportation and Public Works, Airport Division (Airport), is requesting the approval of the plans and specifications for the Charles M. Schulz - Sonoma County Airport Taxiway A Rehabilitation and Shoulder grading project and award of the contract to the lowest responsive and responsible bidder. As part of this project, staff are recommending a 10% construction contingency to account for any unforeseen circumstances that cannot be predetermined prior to the start of the project.
Discussion:
Taxiways enable aircraft to move between the various areas on an airfield. The taxiway system at STS was recently assessed in terms of pavement condition, design standards and guidelines intended to enhance safety. The recommendation based on this assessment is the repair of Taxiway A, which has seen significant asphalt-related deteriorations with longitudinal cracks, raveling and depressions in certain areas due to weathering and heavy aircraft loads.
Taxiway A is a 60-foot-wide taxiway parallel to Runway 14-32 which runs Northwest to Southeast closest to the terminal and is made of asphalt concrete pavement. This taxiway was constructed over 50 years ago, between 1968 and 1971, and overlayed in 2000, and is exhibiting weathering, cracking, raveling and structural failures, which require repair. Repairs would include crack repair and seal, and an asphalt concrete pavement overlay. Due to its location, Taxiway A is the busiest taxiway on the Airport being used by all commercial flights as well as some general aviation flights. Without repairs, the condition of Taxiway A will continue to deteriorate, which will create safety hazards and may impact safe operations.
In addition to the taxiway itself, the shoulders of Taxiway A are in need of repair. Some areas have collapsed, and others are not well defined or do not currently go the whole length of the taxiway. Based on safety standards, the recommendation would be to include shoulder updates in the repairs. A categorical exemption under section 15301(c) of the State CEQA Guidelines is being filed regarding this project. The project consists of maintenance of an existing facility involving no expansion of use.
On May 25, 2021, the Board approved an agreement with Mead & Hunt, which included Task Order #14 for the design and bid administration for the Taxiway A project. The project was advertised for bidding on March 21, 2022. Bids were opened on April 21, 2022.

A third company, Granite Construction’s bid was found unresponsive.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The low bidder for this work is OC Jones & Sons, Inc. The Department recommends awarding the contract to OC Jones & Sons, Inc.
Department staff recommends the Board of Supervisors authorize and execute the agreement with OC Jones & Sons, Inc in the amount of $3,680,811 including the 10% contingency to complete the Taxiway A Rehabilitation Project at the Sonoma County Airport.

Narrative Explanation of Fiscal Impacts:
The Taxiway A project was included in the 2022-23 Adopted Airport Operations Budget. The FAA has awarded a grant, AIP 69, to fund this project up to $3,832,145 at 90.66%.
