Executive Summary:

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

The Fifth District has reviewed the applications and wishes to recommend the following FY 23-24 grant awards:

 

1)                     10,000 Degrees for College Access and Success programming in Sonoma County; grant award of $2,000;

2)                     Art Workshop of Western Sonoma County for event space rental and advertisement; grant award of $1,000;

3)                     Bodega Bay Fisherman's Festival for advertising; grant award of $2,500;

4)                     Children's Museum of Sonoma County for admission and steeply discounted memberships to qualifying families; grant award of $3,000;

5)                     Food for Thought for healthy meals to seriously ill people who are experiencing homelessness; grant award of $5,000;

6)                     Raizes Collective for costs associated with Teatro ALMAS LIBRE ; grant award of $1,000;

7)                     Santa Rosa Symphony Association for its Training Young Musicians programs; grant award of $1,000;

8)                     Kid Scoop News for students to receive a monthly literacy-boosting publication; grant award of $500;

9)                     Ag Innovations Network for producing Community Meeting for Lake Sonoma Fire Resiliency; grant award of $500;

10)                     Slow Food Russian River to purchase apples from local farmers to press into fresh juice at the Gravenstein Apple Fair; grant award of $1,000;

11)                     Sonoma County Hardship Fund for sponsorship the Diamante Women Awards Dinner & Silent Auction; grant award of $1,000;

12)                     Occidental Community Council for advertising and production of the Holiday Crafts Faire; grant award of $1,000;

13)                     Valley of the Moon Children's Foundation for funding for the VMCF’s Scholarship Program; grant award of $1,000;

14)                     Russian River Alliance for promotion of the Russian River Pride Parade; grant award of $5,000;

15)                     Russian Riverkeeper to fund the Russian River Watershed Cleanup annual event; grant award of $2,500;

16)                     Sebastopol Area Senior Center to fund the Sebastopol Area Senior Center's scholarship program; grant award of $4,000;

17)                     Sebastopol Center for the Arts for event promotion and advertisement; grant award of $1,500;

18)                     Santa Rosa Urban Arts Partnership for event promotion and advertisement; grant award of $500;

19)                     Sonoma Family Meal to support a newly launched meal distribution site; grant award of $3,000;

20)                     EFZM Engage for event promotion and advertisement; grant award of $500;

21)                     Sebastopol Sea Serpents to subsidize the hardship programs that the Sea Serpents offer to the team families; grant award of $2,000;

22)                     DeMeo Teen Club, Inc. DBA Chop's Teen Club for Community Partnership Program; grant award of $500;

23)                     New World Ballet for event promotion and support; grant award of $500;

24)                     Ragle Beach Volleyball, Inc. to fund scholarships for players; grant award of $1,000;

25)                     Positive Images to support programming needs by providing resources to stock food pantry and stipends for presenters; grant award of $2,000;

26)                     Gravenstein Union School District for event support and promotion; grant award of $500;

27)                     The Living Room to support and promote annual fundraiser; grant award of $1,000; and

28)                     YWCA Sonoma County for event promotion and support; grant award of $500.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.

 

Discussion:

Transient Occupancy Tax Funding

The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and 67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.

 

Community Investment Fund Program and Policy

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy).

 

Local Events, Organizations, and District Priorities Category

The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award.

 

Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
