Approve and authorize the Director of Public Infrastructure to execute a construction contract change order with Ghilotti Construction Company in the amount of $296,623.38, for the 2026 Pavement Preservation Program (PPP) Full Depth Reclamation and Overlays Project (C26101).

Executive Summary:
The Sonoma Public Infrastructure Department (SPI) requests Board approval to authorize the Director of SPI to execute a construction contract change order in an amount not to exceed $296,623.38 for the 2026 Pavement Preservation Program (PPP) Full Depth Reclamation and Overlays Project (C26101) to address additional work on Geysers Road. The cost of the additional work is available within the original contract contingency.
Under Public Contract Code Section 20395 and Sonoma County Code Section 2-29, the Road Commissioner’s authority to execute an individual change order for this contract is limited to $210,000. Because the proposed change order exceeds this amount, Board approval is required.
Discussion:
On March 2, 2021, the Board approved a five-year Strategic Plan that included a Resilient Infrastructure pillar and related objectives. Investments in ongoing maintenance and capital improvements to the County’s infrastructure support these objectives by reducing maintenance liabilities, maximizing the use of taxpayer dollars, improving public safety, and improving access to services. As part of this strategic goal, the Board has prioritized investment in transportation infrastructure through the annual Pavement Preservation Program (PPP), which provides funding for ongoing maintenance and improvements to the County’s road network.
On June 3, 2025, the Board approved the 2026 Pavement Preservation Program project list, which included pavement preservation work on Geysers Road. On March 10, 2026, the Board approved a modified project list; however, the location and planned pavement treatment for Geysers Road remained unchanged. On May 13, 2026, following a competitive bidding process, SPI awarded a construction contract to Ghilotti Construction Company under Road Commissioner authority pursuant to Sonoma County Code Sections 2-29, in the amount of $9,096,558.50.
During the preconstruction meeting with Ghilotti Construction Company, it was determined that additional work would be required on Geysers Road that was not identified in the original project plans and contract documents. Localized pavement failures and roadway profile irregularities require additional pavement structural section repairs, cold plane grinding, and asphalt concrete leveling beyond the quantities and scope included in the original contract.
In addition, the pavement repairs require a greater depth of asphalt concrete than originally scoped in the project plans. The additional work is necessary to provide a suitable roadway surface, including proper profile and cross slope prior to placement of the planned asphalt concrete overlay. The cost of the additional work is estimated at up to $296,623.38 and is available within the original contract contingency; however, the proposed change order exceeds the Director’s delegated contract authority and requires Board approval.
SPI now requests that the Board authorize the Director of Sonoma Public Infrastructure to execute a construction change order in an amount not to exceed $296,623.38 for the additional pavement repairs on Geysers Road.
