Executive Summary:

The salary and benefits provided to County department and agency heads must be considered by the Board of Supervisors/Directors at a regularly scheduled Board meeting. Further, an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government code section 54953, 54956).

After a nationwide recruitment and extensive selection process, the County Executive has selected Nolan Sullivan to be appointed as the new Director of the Department of Health Services. Therefore, staff requests that the Board authorize the County Executive to execute the Personal Services Agreement effective April 1, 2025, for a three-year term through March 31, 2028. The Director reports to the County Executive, and the agreement places Mr. Sullivan at the “G” step of the salary range for the job classification. In addition to the annual salary, other benefits and compensation are provide as prescribed by Salary Resolution 95-0926.

The proposed agreement provides for up to $10,000 in Relocation and moving expenses to be reimbursed per Administrative Policy Manual, section 4-9 “Policy for Relocation Incentives and Reimbursement Expenses for Management and Unrepresented New Hires.” Consequently, Mr. Nolan must relocate to Sonoma County within 90 days of the start the agreement, which may be extended to a maximum of 6 months, upon Employee’s request, with written approval by the County Executive.

Discussion:

Reporting to the County Executive, the Director of Health Services is responsible for promoting, protecting, and ensuring access to services to support the health, recovery, and well-being of all in Sonoma County. The Director has a critical role in collaborating with community partners, emergency management departments and businesses to establish local health related priorities. The Director oversees four divisions: Administration, Behavioral Health, Homelessness Services, and Public Health and leads a staffing complement of 746.33 full-time equivalent (FTE) employees with a current fiscal year budget of $501.6 million.

The County hired Berkeley Search Consultants to conduct an extensive nationwide search to assist in filling the position. In advance of the recruitment opening, Berkeley Search engaged with community stakeholders, department staff, county partners, members of the Board, and the County Executive team to identify and develop an ideal candidate profile. Applicants who best demonstrated possession of the ideal candidate characteristics were invited to interview with a diverse group of panelists, consisting of subject matter experts, community stakeholders, and County department heads and business partners. At the conclusion of the process, the County Executive selected Nolan Sullivan.

Mr. Sullivan has worked for the Yolo County Health and Human Services Agency for the last 18 years, the last 3 of which as the Director. During that time, he directly oversaw Yolo County’s integrated Public Health, Behavioral Health, and Social Services programs comprised of over 750 FTE employees with a $277 million annual budget. In addition to his work at Yolo County, Mr. Sullivan is on the boards of Partnership Health Plan of California, the County Welfare Directors Association of California, the Vacaville Public Education Foundation, and the United Way of Woodland. Mr. Sullivan has Master’s Degree in Public Administration with an option in Healthcare Administration.

The Personal Services Agreement executes the salary at the “G” Step of the salary range, which is $313,092 annually, with the term of April 1, 2025, to March 31, 2028. It includes all other benefits and compensation as prescribed in the County’s Salary Resolution 95-0926.
