Executive Summary:
The Department of Public Infrastructure (SPI) recommends the Board adopt a resolution accepting a portion of Candlelight Drive within the Wikiup Rancho No. 14 Subdivision into the County highway system for road maintenance.
Discussion:
Candlelight Drive in the Larkfield area is a residential public road 0.22 miles in length. The road was dedicated for public use and accepted by the Board through Resolution No. 36594, adopted May 1, 1972.
The first 0.09 miles from El Mercado Drive is already a County road that was accepted by the Board into the County Maintained Road System by Resolution No. 40285, adopted April 16, 1973. This segment has been maintained by SPI. The adjacent portion is a public road 0.13 miles in length and includes 2 cul-de-sacs, but this segment has never been accepted by Board resolution into the County Maintained Road System and has therefore not been maintained by SPI.
Candlelight Drive includes two cul-de-sacs; one perpendicular to the main road and one in-line with the main road. Both cul-de-sacs are named Candlelight Drive. SPI recommends the cul-de-sacs remain the same name to minimize disturbance to the residents; however, a separate road number (#88079A) for the perpendicular cul-de-sac (0.03 miles in length) will be designated for use in the County Postmile System.
California Streets and Highways Code Section 941 provides that roads may be accepted into the County Road Maintenance System by resolution of the Board of Supervisors. The proposed resolution would accept the unmaintained segment of Candlelight Drive into the County Maintained Road System, which shifts road maintenance responsibility and liability for the public road to the County, thereby creating a “county highway”. Candlelight Drive was constructed to County standards when the subdivision was approved. Upon adoption of the proposed resolution, all of Candlelight Drive (#88079, PM 10.00-10.22 and #88079A, PM 20.00-20.03) will become a county-maintained road, which represents an addition of 0.14 miles to the highway system.

Narrative Explanation of Fiscal Impacts:
There is no direct fiscal impact from this Board Item in FY 2024-25. Ongoing maintenance costs will be included in future Road Maintenance Recommended budgets (11051-34010102). Road maintenance utilizes multiple sources of funding for ongoing maintenance including: the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M.
