E) Adopt a budget resolution authorizing a budget adjustment to the FY 2023-2024 Final Budget for the Public Infrastructure Department in the amount of $667,115.00.

Executive Summary:
The Department of Public Infrastructure (SPI), Airport Division (Airport) is requesting the approval of the plans and specifications for the Charles M. Schulz - Sonoma County Airport Runway 14-32 repair project, award of a construction contract to the lowest responsive and responsible bidder, and authorization for the Director of SPI to execute the construction contract. As part of this project, Airport staff is recommending a 15% construction contingency to account for any unforeseen circumstances that cannot be predetermined prior to the start of the project.
Discussion:
The Airport has been monitoring two areas of runway 14-32 for pavement deterioration and signs of culvert failure. During this time, the Federal Aviation Administration (FAA) has inspected the associated areas and recommended monitoring requirements for the pavement sections. In the Winter of 2023-24, the Airport and the FAA observed that the pavement in question had further deteriorated and determined that permanent repairs are required to ensure continued compliance with FAA safety and operating standards. To meet these standards, the Airport is proposing the following repairs:
1. Reconstruction of a 24-inch culvert that crosses under runway 14-32 near the intersection of runway 2-20, and
2. Mill 4 inches of existing pavement and place new asphalt in an area of the runway where rainwater has been ponding.
The proposed work is scheduled to start early June and it will require closure of the airport’s two runways. The airport has coordinated with the FAA and stakeholders to mitigate the impacts of the expected 18 hours of work.

On December 6, 2022, the Board approved Task Order #1 with Mead & Hunt, Inc. for general, program, grant management, airport pavement maintenance and repair consulting, and design services for the Airport. Mead & Hunt has provided design and bid administration assistance for this Runway Repair Project.
The Runway 14-32 Repair Project was advertised for bidding on April 11, 2024. Bids were opened on April 25, 2024.
Two bids were received and one deemed responsive and another one non-responsive as follows:
Granite Construction in the amount of $580,115.
Ghilotti Construction was deemed not responsive.
In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The low bidder for this work is Granite Construction. The Department recommends awarding the contract to Granite Construction.
Department staff recommend that the Board of Supervisors award and authorize the Public Infrastructure Director to execute the agreement with Granite Construction in the amount of $580,115, including the 15% contingency, to complete the Runway 14-32 Repair Project at the Charles M. Schulz-Sonoma County Airport.

The Airport is submitting a corresponding Budget Resolution with this Board Item to increase FY2023-24 Airport Capital Improvement (41301-34030104) appropriations for this project. This work will be funded by Airport Fees including Rents, Concessions, and Charges for Service.
